MORE THAN 500 STATISTICAL OPERATIONS Colombia has each time more and better statistics for the decision making process MORE THAN 500 STATISTICAL OPERATIONS PRODUCED BY MORE THAN 100 NATIONAL INTITUTIONS The National Statistical System (NSS) of Colombia was consolidated by the issuance of Law 1753 of 2015, in its Article 160. This Law allowed for the carrying out of an organization of the System, establishing roles and functions for DANE, as well as the definition of the entities that make up the NSS and its obligations towards it. Likewise, this law strengthened the institutionality of the System, creating the National Statistical Advisory Council (CANE, for its acronym in Spanish), an advisory body, whose purpose is to promote and facilitate the coordination of the members of the NSS. The objective that was established in the Law is for the System to "provide the society and the State in a coordinated manner among the producing entities, with quality national and regional official statistics" (Law 1753 of 2017: Article 160).

DANE works with the members of the NSS in order to provide support, tools and technical assistance for the production and dissemination of statistics and the use of administrative records.

Promotion of the dissemination and access to statistical information The National Statistical Plan (NSP) is the five-year roadmap that will guide the entities of the NSS in the strengthening of the statistical activity in Colombia, establishing strategies and actions Its purpose is to ensure that throughout the next five years, the country maintains and increases the supply of official statistics in order to know its economic, socio-demographic and environmental reality, from the coordination between the members of the NSS. The Plan contains: 1 Action Plan for the next 5 years 9 strategies, 20 actions and the achievement of 35 goals Strategy 2 Promotion of the dissemination and access to statistical information It aims to foster the dissemination of statistics, including the associated documentation or metadata by means of several actions aimed at the use of SDMX The Colombian Statistical System has stood out for its soundness and robustness (OECD, 2015). Currently, the country has more than 500 statistical operations that are produced by approximately 107 entities at the national level on 30 subjects. Of these statistical operations, 56% are compiled from administrative records; 22% from sampling, 13% from derived statistics, and 9% from censuses (DANE, 2017). 1 For its acronym in Spanish

Specific actions for the next five years Strategy 2 of the NSP, Promotion of the dissemination and access to statistical information, sets out actions pertaining to the strengthening of capacities in order to foster the use of SDMX The Component 1 of this strategy aims to foster the dissemination of statistics, including the associated documentation or metadata Specific actions for the next five years The focus of the actions is in the generation of guidelines as well as in the strengthening of capacities in the NSS with respect to SDMX; these actions are: Accompaniment in the construction of SDMX artefacts for the transmission and dissemination of information Development of awareness raising and trainings Support in the generation of practical knowledge with respect to the DSW and MA tools Support in the installation of technological tools to the members of the NSS Of the 9 strategies of the PEN, Strategy 2 in particular focuses on Promoting the implementation of dissemination and access standards by members of the NSS as well as the dissemination of official statistics produced and other associated statistical information. The strategy is developed with three components, the dissemination of statistics being the first component. It is in this component that guidelines have been established with respect to adoption processes of the SDMX standard for entities of the NSS.

How have we advanced in the last three years How have we advanced in the last three years?: Provision of advisories on the implementation of SDMX in the NSS, with special emphasis on SDG indicators Thematic and technological accompaniment has been performed with 12 entities of the NSS In the framework of SDGs Awareness raising and training have been developed with 6 entities Working groups have been carried out for the definition of homogenous structures Definition of guidelines and accompaniment processes so that the entities responsible for SDGs adopt SDMX [Strategy for the Implementation of the SDGs in Colombia- CONPES Document2] [Pie de página 2 The National Council for Economic and Social Policy CONPES is the highest national policy planning body in Colombia. What are the future challenges in light of the National Statistical Plan and the international agenda? To increase the dissemination of the statistical information of the entities belonging to the NSS, through SDMX To develop homogenous SDMX structures that allow the transmission and dissemination of SDG indicators To strengthen the coordination of the members of the NSS, for the proper implementation of the standard To strengthen the capacities among the entities belonging to the NSS for the use of the standard
