Who were the different groups involved and how were they involved? There are many groups or stakeholders involved in urban development. They can be involved at different stages including the design, construction and maintenance of the development. They can include the residents or customers themselves. Others fall broadly into three categories: Public sector: groups that are controlled and funded by the state / government Private sector: groups run by individuals and companies, rather than the government. Most private sector organizations are run with the intention of making profit. Charities: organisations set up to provide help and raise money for those in need.
