HF Distribution Malcolm Kyser has briefed new mission HQ has determined that… Pending funding aligned with that new mission…Our current priority for assigning additional HF equipment traffic is to the wing MCS and/or ICP Realigning distribution of Micoms Wings use available resources for paths to traffic stations serving units – for now

HF Distribution Pending next HF purchase Anticipate average three MCSs per wing/region (new and existing) ICP stations already provided by past distributions based on TA Will begin contacting wings systematically That do not have current approved HF plans

High Ops Tempo Operation Past exercises have shown we need clarity about who should be where when Stations tend to overwhelm national nets and region nets are under-used Work group is strategizing how overall net system operates at advanced alert levels Voice and data Outcomes → Next National Comm Plan

Wing Nets High Ops Tempo group feels weekly/daily/six-hour confidence checks are best done via region net Too complicated to coordinate AL3 four nets a day for multiple wings Routine: Not enough stations in many wings for effective net training ICL in coordination to remove requirements for WING nets, IF there is a functional region net

NRCG Malcolm Kyser briefed new LMR planning to implement ReadyOp The NRCG will be central to this What is NRCG? But the organization needs a refresh Possibly reappointments of region reps Refresh the RARS management system Adjust operating rules Still a “work in progress” to be ready

ARRL Current ARRL-CAP MOU from 2005 Working with ARRL to revise and update Major changes not anticipated Joint training Side-by-side nets No on-air inter-operation (FCC and NTIA rules) (ARRL still agrees that Amateurs acting as CAP members may not use Amateur frequencies for CAP business)

Recruiting & Retention The new mission and ambitious Comm requirements mean we need more and better trained operators DOK is creating a Recruiting and Retention staff position (DOKPR) Support wings planning recruitment for Comm (such as among Amateur Radio) Ensure current operators are “in the loop” with strong info about Comm Program Social media, graphics, blog, briefing bullets...
