Proposal for amendment of the existing regulation that will enable the replacement of the existing environmental fee with a new one, which will take into account the ages of the vehicles Law on Environment The existing Article 180, paragraph 1 reads: (1) The amount of the fee paid for registration of motor vehicles and vessels is: - for vehicles without a purification-catalyst device, in the amount of 4% of the basic insurance and - for vehicles with a purification-catalyst device, in the amount of 2% of the basic insurance. DRAFT AMENDMENT: In the Law on Environment (Official Gazette of the Republic of Macedonia No. 53/05, 81/05, 27/07, 159/08 and 83/09) Article 180 paragraph 1 is changed and it reads: (1) The amount of the fee paid for registration of motor vehicles and vessels shall be calculated on the basis of a coefficient K, the value of which is in the amount of 2% of the basic insurance of a vehicle with a engine power of 40 kW and is determined (calculated):

Proposal for amendment of the existing regulation that will enable the replacement of the existing environmental fee with a new one, which will take into account the ages of the vehicles 3) for hybrid vehicles and vehicles using LPG or other alternative fuel, the fee shall be determined: - for vehicles for which CO2 emissions can be reliably determined in accordance with the table, line 1 of this article, as for vehicles using gasoline, - for vehicles for which CO2 emissions can not be reliably determined, in accordance with the table, line 2 of this article, as for vehicles that use gasoline; 4) for electrical vehicles fee is not calculated and charged. Paragraphs (2) and (3) become paragraphs (5) and (6).

Proposal to amend the existing regulation that will enable the establishment of an environmental register of vehicles in the MoEPP Law on vehicles In the Law on vehicles („Official Gazette of the RM“ no.140/08, 53/11, 123/12, 70/13, 164/13, 138/14, 154/15, 192/15 and 39/16) after article 73-v, 3 new articles 73-g, 73-d и 73-gj are added and reads: Article 73-g (1) The Ministry of Environment and Physical planning maintains the environmental vehicle registry that have passed the technical exams in order to monitor their exhaust gas emissions, and it contains data from the records of the authorized legal entities for technical exam regarding: - the brand, type and vehicle model - the number of the frame (chassis) of the vehicle (VIN) - production year - the first year of registration - operation engine size (cm2) - engine power (kW) - fuel type and - CO2 emission (g/km) (2) Authorized legal entities for technical exam are obligated to enter the data from this paragraph (1) on a daily basis into the environmental vehicle registry that have passed the technical exams, for the monitoring of their emissions of exhaust gases..

Proposal to amend the existing regulation that will enable the establishment of an environmental register of vehicles in the MoEPP Article 73-d (1) Because of data updates of the registry from article 73-g of this law, the Ministry of environment and physical planning can use data from the Ministry of internal affairs and the Metrology Bureau. (2) For acting in accordance to legally determined competencies, access to data from the registry from article 73-g of this law is given to the Ministry of internal affairs, Ministry of economy, the Metrology Bureau, the Public Revenue Office of the Republic of Macedonia, The Financial Police Office, the Customs Office of the Republic of Macedonia and the State Inspectorate of transport.“ Article 73-gj (1) The Ministry of environment and physical planning carries closer regulations regarding the form and content, modality and procedure for recording and maintenance, as well as for the keeping of and usage of the data from the registry from article 73-g from this law.“
