Motorcycle Fatalities As of July 2015 Florida had 610,191 Registered motorcycles and 1,145,563 endorsed riders. As it can be seen, Florida motorcycle fatalities have been rather stable in the past four years between 2011-2014.

And it costs … In 2013, The total hospital charges for motorcyclists treated in a Florida ED or hospital that were injured in a traffic crash: $ 564,793,814.00 And it costs big money too. NHTSA 405(f) Fund Section 405(f) - Motorcyclist Safety Grants Section 405(f) encourages States to adopt and implement effective programs to reduce the number of single-and multi-vehicle crashes involving motorcyclists.
NHTSA 405(f) Fund 1.5% of total Section 405 funds goes to Motorcycle safety Funds can only be used for training and motorist awareness programs Florida gets approximately $200,000 a year of 405 (f) funds. Since Florida has a mandatory training program funded by the state, I use all funds for motorist awareness programs
NHTSA 405(d) Fund Section 405(d) - Impaired Driving Countermeasure Grants - High, Mid, and Low Range Section 405(d) encourages States to adopt and implement effective programs to reduce traffic safety problems that result from individuals driving motor vehicles while under the influence of alcohol, drugs, or the combination of alcohol and drugs or that enacts alcohol ignition interlock laws.
NHTSA 405(d) Fund - Impaired Driving 52.5% of Section 405 funds are earmarked for impaired driving incentive grants to reduce the risk of driving under the influence of alcohol, drugs or a combination of the two Education Paid Media High visibility enforcement (saturation patrols/Check points)
NHTSA 402 Fund Section 402 - State and Community Highway Safety Grants (23 U.S.C. 402) Section 402 funds are used to support countermeasure strategies and projects identified in the States’ Highway Safety Plan (HSP). This includes resources to initiate new projects and catalyze or accelerate existing projects to address major safety issues with well-planned strategies, and leverage additional State and local investment in highway safety. States must have an approved HSP to receive 402 grant funds. One of major difference is that Florida uses 402 fund for motorcycle safety
NHTSA 402 Fund – con’t Eligible Uses: speeding occupant protection alcohol or drug impaired driving motorcycle, bike and pedestrian safety aggressive, fatigued and distracted driving driver performance traffic records school bus safety EMS As you can see 402 funds can be used for a multitude of traffic safety issues and there doesn’t seem to be enough funds to go around so we have to be innovated and find other funding sources to supplement. Florida gets approximately $14 million of this I use approximately $1 million of this $14 million for Motorcycle programs. This has been reduced due to other initiatives (ped/Bike) taking priority
How Florida Uses 405 Fund 405 (f) Paid Media “Look Twice Save a Live” 405 (d) Paid Media “Drink+Ride=Lose” Since Florida has mandatory Training law, State Funds are available for training course Florida can not target Motorcycles only so cant have Motorcycle check points. But we work with Law enforcement agencies with DUI grants to schedule them at times and in areas where there is high motorcycle traffic Social Media becoming big part of our Paid Media campaign along with Traditional media venues (give examples). $200,000 for Look Twice $300,000 for Paid Media- Drink Ride Lose
How Florida Uses 402 Fund Innovative Motorcycle Training Law Enforcement High Visibility Enforcement / Non Traditional Enforcement Paid Media: Education Comprehensive Motorcycle Safety Grant (houses our safety coalition, outreach events) Program Evaluation/Observational surveys EMS- Motorcycle injury Prevention(university of Miami Millers School of Medicine) How we use money for EMS and How it helps our goal -Educating medical personnel: paramedics and trauma personnel-also show Example of Pediatric Injuries from Motorcycle powerpoint from Dr Byers.

Conclusion Motorcycle Safety is a challenging issue in Florida We have a limited budget and will continue to have a limited budget It is a joint venture. Building your assets Safety coalition is very instrumental But at the end of the day, “Building good work relationships” is the integral part of our journey to improve motorcycle safety in Florida”
