ERA Chairs Pilot Call (1) Konkurss kuulutati välja 18.12.13, taotluste esitamise tähtaeg on 30. mai 2013 Eesmärk: arendada ekstsellentsi ja tõsta osalevate teadusasutuste konkurentsivõimet, väljapaistva teadlase juhtimisel Projekti kestus kuni 5 aastat Konkursi kogueelarve 12 milj €, rahastatakse ~5 projekti Max 1 projekt riigi kohta (ainult pilootkonkursil) 1.12.2018

ERA Chairs Pilot Call (2) Osalejad: ülikoolid ja teadusasutused Euroopa ühtlus- ja äärealad (NB! ainult pilootkonkursil), sh Eesti EL rahastus: kuni 2,4 milj € kuni 90% projekti kogukuludest Projektitüüp: CSA (Support Action) kaudsete kulude rahastus 7% otsekuludest 1.12.2018

Hindamiskriteeriumid (1): S&T Quality Soundness of concept, and quality of objectives Quality and effectiveness of the support action mechanisms, and associated work plan Level of interaction with national and/or regional authorities in the planning and programming design of smart specialisation strategies. Level of interaction with additional stakeholders, e.g. through clusters and networks to innovative business partners, civil society organisations, etc., able to contribute to the definition and implementation of smart specialisation strategies. 1.12.2018

Hindamiskriteeriumid (3): Impact Contribution, at the European [and/or international] level, to the expected impacts listed in the work programme under the relevant topic/activity Appropriateness of measures for spreading excellence, exploiting results, and disseminating knowledge, through engagement with stakeholders, and the public at large. 1.12.2018

Taotleva asutuse T&A potentsiaal (1) Organisatsiooni struktuur ja tegevused T&A eesmärgid, teadustegevus, rahvusvaheline koostöö organisatsiooni struktuur, juhtimine ja ressursid teaduskeskkond ja taristu doktorantide koolitamine SWOT analüüs: organisatsiooni positsioon riiklikus ja Euroopa kontekstis (organisatsioon tervikuna ja konkreetne allüksus) 1.12.2018

Taotleva asutuse T&A potentsiaal (2) Eesmärgid ja tegevused konkurentsivõime tõstmiseks SMART eesmärgid; saavutatavad projekti eluea jooksul kooskõlas SWOT analüüsiga sünergia struktuurirahastusega; kooskõla nutika spetsialiseerumisega jätkusuutlikkuse strateegia, sh ERA Chair pikaajaliseks palkamiseks ekstsellentsuse kasv vastaval alal konkurentsivõime, sh ERA põhimõtted kooskõla ERA Chair profiili ja ülesannete ning tegevuskava vahel 1.12.2018

Rakendamine, juhtimisstruktuur ja –protseduurid „Project management board“ ERA Chair on samuti nõukogu liige Tööplaani elluviimiseks vajalikud ressursid (teadustöötajad, taristu, ...) ERA Chairi puudutav: töökoha kirjeldus, kuidas see paikneb organisatsiooni struktuuris, kuidas ERA Chairi kaastakse otsuste tegemise protsessi rolli, kohustuste, ülesannete kirjeldus kuidas tagatakse ERA Chair autonoomia ERA Chair värbamise kava 1.12.2018

Eeldatav mõju Teadusvõimekuse kasv, ekstsellentsuse kasv, sh erinevate rahastusallikate mõjul Organisatsiooni kasvav osalus H2020 jt programmides ERA põhimõtete järgimine Tihedam koostöö riigivõimudega nutika spetsialiseerumise planeerimisel ja rakendamisel Panus riiklikesse T&A&I infrastruktuuri arengukavadesse Panus riiklikkusse/reginaalsesse majandus- ja sotsiaalarengusse. 1.12.2018

B 1.1 1: Scientific and/or technical quality, relevant to the topics addressed by the call 1.1 Concept and objectives Explain the concept of your project. What are the main ideas that led you to propose this work? Describe in detail the S&T objectives. Show how they relate to the topics addressed by the call, which you should explicitly identify. The objectives should be those achievable within the project, not through subsequent development. They should be stated in a measurable and verifiable form, including through the milestones that will be indicated under section 1.3 below. A clear and detailed analysis of Strengths, Weaknesses, Opportunities and Threats (SWOT) of the applicant research entity should be presented. This SWOT analysis should be the basis of the preparation of the Action Plan composed by a coherent set of measures indicated in the Work Programme. 1.12.2018

B 1.2 1: Scientific and/or technical quality, relevant to the topics addressed by the call 1.2 Quality and effectiveness of the support mechanisms, and associated work plan A detailed work plan with activities and SMART objectives to develop research excellence and improve performance should be presented, broken down into work packages (WPs) which should follow the logical phases of the implementation of the project, and include management and assessment of progress and results. Detail past and present interactions with national or regional authorities including the access to Structural Funds in the capacity building of the institution. Explain how these connections will be further developed during the lifeline of the project. Similarly, detail the framework for the creation/development of links with additional stakeholders on designing and implementing research and innovation strategies for smart specialization. 1.12.2018

B 2.1 2. Implementation 2.1 Management structure and procedures Describe the organisational structure and decision-making mechanisms of the dedicated project management board responsible for the implementation and how they are matched to the complexity and scale of the project. Present the specific elements for the ERA Chair holder. Those should include descriptions of the ERA Chair position in the institutional structure, his/her rights and obligations, the draft job description and the job advertisement text for the ERA Chair holder, as well as adequate details on the selection procedures for the ERA Chair holder inline with an open recruitment policy. 1.12.2018

B 2.2 2. Implementation 2.2 Individual participants For each participant in the proposed project, provide a description of the legal entity, the main tasks they have been attributed, and the previous experience relevant to those tasks. Provide also a short profile of the staff members who will be undertaking the work. If applicable, include a description of training and career development programmes for doctoral candidates. 1.12.2018

B 2.4 2. Implementation 2.2 Resources to be committed Describe how the totality of the necessary resources will be mobilised, including any resources that will complement the EC contribution. Show how the resources will be integrated in a coherent way, including how they will allow for the feasibility of the tasks allocated to the ERA Chair holder, and show how the overall financial plan for the project is adequate. B 3.1 2. Impact 3.1 Expected impacts listed in the work programme Describe how your project will contribute towards the expected impacts listed in the work programme in relation to the topic or topics in question. Mention the steps that will be needed to bring about these impacts. Explain why this contribution requires a European (rather than a national or local) approach. Indicate how account is taken of other national or international research activities. Mention any assumptions and external factors that may determine whether the impacts will be achieved. When appropriate (relevant for the topic): With regard to the innovation dimension, describe the potential areas and markets of application of the project results and the potential advantages of the resulting technologies/ solutions compared to those that are available today. 1.12.2018

B 3.2 2. Impact 3.2 Spreading excellence, exploiting results, disseminating knowledge Describe the measures you propose for the dissemination and/or exploitation of project results, and how these will increase the impact of the project. In designing these measures, you should take into account a variety of communication means and target groups as appropriate (e.g. policy-makers, interest groups, media and the public at large). When appropriate (relevant for the topic): With regard to the innovation dimension, describe the measures you propose to increase the likelihood of market uptake of project results, such as: verification, testing, and prototyping; supporting the development of technical standards; identifing and collaborating with potential users; identifying potential partners and sources of finance for commercialisation. 1.12.2018

B 4 4. Ethics Issues Describe any ethics issues that may arise in the project. In particular, you should explain the benefit and burden of their experiments and the effects it may have on the research subjects. All countries where research will be undertaken should be identified. You should be aware of the legal framework that is applicable and the possible specific conditions that are relevant in each country (EU and non-EU countries alike). It is strongly advised that when drafting the research proposal, the local ethics committee or/and relevant competent authorities (Data Protection, Clinical Trials etc) should be contacted for information and, when applicable, guidance. 1.12.2018

Nutikas spetsialiseerumine Riiklik nutika spetsialiseerumise strateegia aluseks eelkõige struktuurirahade jaotamisele järgmisel rahastusperioodil, aga olulise tähtsusega ka Horisont 2020 rakendamisel RIS3: Research and Innovation Strategy for Smart Specialisation Kooskõlas Europe 2020 strateegiaga Eestis: eeltöö ja analüüs: Arengufond väljund: uue perioodi T&A&I strateegia 1.12.2018

RIS3 strateegiad: Suunavad poliitika toetused ja investeeringud riigi/piirkonna tähtsaimatele prioriteetidele, probleemidele ja vajadustele teadmistepõhise arengu edendamiseks. Tuginevad iga riigi/piirkonna tugevustele, konkurentsieelistele ja tipptaseme saavutamise potentsiaalile. Toetavad nii tehnoloogilist kui ka praktikal põhinevat innovatsiooni ning stimuleerivad erasektori investeeringuid. Kaasavad sidusrühmi täiel määral ning soodustavad innovatsiooni ja eksperimenteerimist. Põhinevad faktidel ning sisaldavad usaldusväärseid seire- ja hindamissüsteeme 1.12.2018
