Demography, GISCO and Regional Statistics By Berthold Feldmann berthold.feldmann@cec.eu.int April 2001
Structure of the talk Structure of unit E4 Population statistics GISCO the NUTS classification Regional Statistics
AIM OF THIS TALK: Increase your knowledge about what unit E4 at Eurostat does
The place of unit E4 in Eurostat
Division E4
countries covered frequency census data regional data Population countries covered frequency census data regional data April 2001 2
Countries covered Demography, migration: Projections: Census: OUTLOOK: EU+EFTA+17 European countries (total 36) Projections: EEA (18) Census: EU+EFTA (19) OUTLOOK: Migration: Mediterranean countries (10) Census 2001 3
Frequency Frequency OUTLOOK: Monthly for asylum and illegal migration Annual data for demography, migration, national forecasts / now-casts Every 4-5 years for “Eurostat” scenarios Every 10 years for census OUTLOOK: monthly data for legal migration
Census variables Demographic variables Geographic variables Age Sex Country of citizenship Marital status Geographic variables place of usual residence place of birth place of work 7
Census variables (2) Economic variables Housing variables current activity status occupation, etc Housing variables location of living quarters type of ownership number of rooms type of building toilet, bathing, heating facilities, etc. 7
Time series - regional level Population structure: from ± 1980 Fertility, mortality, migration: from ±1990 Projections: 1995-2050 11
The GISCO project a link between statistics and geography GI = geographic information S = system CO = of the Commission April 2001
Selected policy areas GISCO PROVIDES: Common Agricultural Policy Environment policy Regional Policy Transport Policy GISCO PROVIDES: Administrative boundaries Rivers, lakes Elevation Transport networks etc.
GISCO since 1992 a permanent Eurostat project aim: integrate data from different statistical databases stimulate awareness and use of georeferencing and geographical information systems standardisation of geographic data exchange
The database GISCO contains data on a wide variety of subjects (topographic and thematic data) hydrography altimetry community support frameworks urbanisation land resources (land cover) environment infrastructure (transport) administrative regions
Topography Administrative boundaries REGIO GISCO SIRE NUTS level 1, 2 and 3 (version 1999) commune boundaries (NUTS level 5) statistical regions for EFTA and CEEC world country boundaries REGIO SIRE GISCO NUTS Levels 4&5 NUTS Levels 1-3
Main problems difficult to access information different projections and scales prohibitive cost lack of standardised transfer format lack of standardisation in codes hence the target: collection of what is available at a reasonable quality/price ratio
NUTS - the geographical classification Underlying principles structure current regions April 2001
Ideally, a region's boundaries should be Appropriate acceptability to the people administered homogeneity of the unit suitable size Stable permit data collection over an extended time frame (time series) provide more meaningful units (people identify with them)
The NUTS classification A single system of statistical regions Underlying principle: favours institutional breakdowns (primarily administrative divisions in force in the Member States) favours regional units of a general character rather than specific "thematic" units so far no legal base, Regulation in preparation
Structure of NUTS
Statistical regions in 10 candidate countries
Average Population (1997) NUTS level 1
Average population (1997) NUTS level 2
Average population (1997) NUTS level 3
Purpose deficiencies data flow content Regional Statistics Purpose deficiencies data flow content - objective 1 and 2 regions (regions lagging behind, regions undergoing industrial decline, rural areas, urban zones and areas strongly dependent on fisheries with specific problems) April 2001
Purpose of regional data basis for structural and cohesion policy definition, implementation, monitoring and evaluation of EU regional policies regular collection, harmonisation and dissemination of regional information development of appropriate methodology
Regional statistics advantages: drawbacks: official harmonised, i.e. based on a common methodology drawbacks: gaps for certain countries lack of most recent data level of detail partly insufficient more variables (?)
DATA FLOW OF REGIONAL STATISTICS NSO data Oracle Express production db (domain managers environment DOME) load Intra Eurostat data validate Oracle Express REGIO Master db (OERM) Simplified version ! load New Cronos REGIO
Regional statistics NEW CRONOS: regional accounts “REGIO” gross domestic product compensation of employees gross fixed capital formation etc. in the near future: household accounts regional social statistics unemployment rates demography regional LFS data social indicators - examples for indicators: GDP per capita, unemployment rate
Community regional statistics R & D Agriculture Transport Energy Tourism Industry (SBS) Urban Statistics
OUTLOOK Integrate ESA95 data Integrate East European candidate countries Urban statistics
