Traditional legislation and economic instruments have been successful They have and will reduce NOx and SO2 emissions In practice economic instruments have been used together with traditional instruments. Both instruments have a positive but different impact on innovation is positive Excellent programmes exist Road pricing in Switzerland, NOx charge in Sweden, Dutch NOx trading scheme Need to expand excellent national programmes Experimentation with instruments encouraged NEBEI and EAERE will Follow up (workshops) Will monitor and assess the implementation of EU ETS and the Dutch NOx trading scheme
