PRESENTATION AT GIFT STEWARDS MEETING HELD AT NOVA SCHOOL OF BUSINESS AND ECONOMICS, CASCAIS, PORTUGAL ON OCTOBER 15TH THRU 17TH ,2018 BY DR. ANNE N. L. NZEGWU Director Reform Coordination & Service Improvement Dept./ MBNP OGP Focal Person Ministry of Budget and National Planning, Abuja, NIGERIA

Ministry of Budget & National Planning and GIFT MBNP has enjoyed an excellent cordial relationship with GIFT which has improved my work and exposed me to international best practice in different areas. My Ministry was represented in two events sponsored by GIFT which took place at Conkry-Dakar, Brasilla-Brazil as well as participating in a side event during OGP Summit at Tabilisi-Georgia. The main areas in which we have participated with GIFT thus far includes: Peer Learning, Workshops, Dialogues, Webinars, etc. The GIFT Coordination Team is excellent, professional, and ready to assistance at every point in time. They go extra mile to ensure all necessary arrangement are completed prior to the event and they are very proactive with communication.

Reaching Out To The Public With Technology MBNP uses Graphics, Cartons and Diagrams to make Citizens budget accessible on-line which is still under development. Fiscal data is currently on-line in PDF and we plan to work on this to publish Open Data format. Citizen Communication through Social Media. I-Monitor Portal for Citizens Feedback towards Budget Transparency. NOCOPO Portal for Open Contracting Platform. NEITI Dashboard for Extractive Transparency. I-Tax Portal for Tax Transparency. PEBEC Portal for proactive disclosure on Ease of Doing Business.

Motivating Citizens on Budgets Citizens are motivated by being invited at the onset process of budget preparation. Two Public Hearing is conducted by MBNP soliciting inputs on comments on budget . We have an I-Monitor Portal which is a feedback mechanism that allows Public the opportunity to submit their comments on the entire budget process. National Assembly holds Public hearing on budget upon receipt from the Executive. Citizens are encouraged to call the Budget help desk for assistance and clarification during the Budget process.

Ministry of Budget & National Planning gift to GIFT A new Commitment on Fiscal Transparency and Public Participation that am willing to share is on SERVICE DELIVERY. Without effective and efficient Service Delivery on fiscal area and public involvement an obvious vacuum is being created. MBNP contributions to the GIFT network includes : Sharing Nigeria experience in the fiscal transparency, reforms and other relative areas when required. Promoting the network before Nigeria Communities both in government, CSO and Private sectors environment. eg making GIFT the lead collaborator in establishing NFTP. Organizing Webinars In-Kind contributions that involves devoting more time to GIFT demands and activities. Create working groups when needed. Eventually hosting meeting with other.
