Purpose To explain the storage and moving allowances to the transitioning service member (TSM) To explain the differences between this move and others they may have experienced in the Navy
Acronyms PCS – Permanent Change of Station PDS – Permanent Duty Station HOR – Home of Record HOS – Home of Selection PLEAD – Place entered Active Duty HHG – Household Goods MALT - Monetary Allowance in Lieu of Transportation
Eligible Service Members Discharged, resigned, or separated under honorable conditions Transfer to the Fleet Reserve/Retirement Temporary Disability Retirement Discharged/Separated under other than honorable conditions Reserve members released from Active Duty of 20 or more weeks at one location
Travel Allowance Entitlement A Service member on active duty who separates or is released from the Service, unless otherwise specified in the Joint Travel Regulations (Chapter 5), may be eligible for PCS travel and transportation allowances for his or herself and for a dependent
Travel Authorization A Service member is authorized travel from the last PDS to his or her HOR or PLEAD. A dependent is authorized travel from the PDS or place last transported at Govt expense to the HOR or PLEAD, whichever the Service member selects. If different location selected, reimbursement is limited to the amount authorized for travel from the last PDS to the HOR or PLEAD.
Monetary Allowance MALT is used as mileage reimbursement for service members and their dependents. When a member and dependents relocate, MALT reimbursement is authorized for two POCs, if used. MALT is paid on a per mile basis for the official distance of each portion of the travel. The MALT Rate per authorized POC is currently $0.17/mile
Travel Requirement Separating members must complete their travel within 180 days of separation Retirees must complete their travel within one year after retirement Under certain circumstances, an extension may be granted. However the extension request must be approved PRIOR TO the expiration of the 180 day/one year period
HHG Transportation Eligibility A Service member who is separated or relieved from active duty, is authorized HHG transportation, limited to the authorized PCS weight allowance, to the HOR or PLEAD, whichever the Service member selects* *The Service member may transport the HHG between any locations other than those authorized. Any excess costs are the Service member’s financial responsibility.
Time Limit Authority for HHG transportation is limited to 180 days and ends on the 181st day following separation or relief from active duty For retirees and those separated involuntary with more than 8 years of service, HHG must be turned over for transportation within 1 year following termination of active duty
