12/1/2018 Charge for the AEC AWG Provide recommendations to the Commissioner, the education committees of the House of Representatives and the Senate, and the State Board of Education regarding performance indicators for the next iteration of the Alternative Education Campus School Performance Framework (AEC SPF) for release in the fall of 2016. See handout that delineates statutory requirements/ SBE authority. Basically, the 4 major indicators are required, but there is room in the measures/metrics for adjustments. 7

Small Work Groups Per 22-11-210 (1.5)(a)(I-V): Qualitative measures, in addition to quantitative measures of a school’s performance in serving high-risk students; Development of measure-specific cut points; Consideration of the current “N” weighting system and suggesting changes to weights to address the unique socio-emotional needs to the students served by the alternative education campus; Identification of possible methods and costs associated with using a comparison group to analyze hard data comparing high-risk students across schools; and Consideration of the ninety-five percent threshold for designation of an alternative education campus, the student groups included in the ninety-five percent threshold, and the documentation and verification requirements for certifying that the threshold has been met. 9

Guidance for Finalizing Recommendations Each Small Work Group lead or designee is responsible for pulling together the final recommendations for the entire work group in written form by November 4, 2015 Written recommendations should comprise of the following: Recommendation: What is the recommendation agreed to by the small work group and the entire work group? Rationale: How did the work group come to this recommendation? Considerations: What considerations and implications for the larger system are impacted by this recommendation? What ripple effect might this recommendation have? What other recommendations were considered? If there is a dissenting opinion, this would be the place to state it. Level of Change: Consider policy implications (statute, board rule, CDE policy change) for the recommendation. Resources: What is needed for the recommendation to come to fruition? Also include fiscal implications (CDE can help with part if the recommendation requires staff time or state funding). 16

Small Work Group Goals to Establish Final Recommendations In your recommendation document think about: Questions that still need to be considered? What additional research is needed? The needs of all AECs in Colorado. Broader implications (i.e. all schools, and districts, in Colorado). What questions does the small work group have left for the whole work group to consider? This will need to be addressed before the November 11 meeting. Who is responsible for pulling together the final document? Which members of the small work group are writing each piece of the final recommendation? Who is responsible for editing and fact-checking the document? Will additional meeting times or work outside of the final AWG meeting will be necessary? If so, how and when will those be coordinated? 17
