GSC: Standardization Advancing Global Communications “Declaration of Principles”, World Summit on the Information Society, Geneva 2003 Standardization is one of the essential building blocks of the Information Society. There should be particular emphasis on the development and adoption of international standards. The development and use of open, interoperable, non-discriminatory and demand-driven standards that take into account needs of users and consumers is a basic element for the development and greater diffusion of ICTs and more affordable access to them, particularly in developing countries. International standards aim to create an environment where consumers can access services worldwide regardless of underlying technology. GSC: Standardization Advancing Global Communications

GSC: Standardization Advancing Global Communications “Tunis Commitment”, World Summit on the Information Society, Tunis, 2005 Our conviction is that governments, the private sector, civil society, the scientific and academic community, and users can utilize various technologies and licensing models, including those developed under proprietary schemes and those developed under open-source and free modalities, in accordance with their interests and with the need to have reliable services and implement effective programmes for their people. Taking into account the importance of proprietary software in the markets of the countries, we reiterate the need to encourage and foster collaborative development, interoperative platforms and free and open-source software, in ways that reflect the possibilities of different software models, notably for education, science and digital inclusion programmes. ITU-R main activities 05/06 - RRC-04 successful (digital broadcasting); planning software completed and tested. - New schedule of charges for the processing of space notices approved by Council-05, and objective to meet the regulatory deadlines achieved. - Progress in eliminating the backlog in the processing of terrestrial notices. - PSAA (Procedure for Simultaneous Adoption and Approval of Recommendations) well established. - External cooperation enhanced. - ITU-R Operational Plan for 2006 to 2009 approved. - Meeting of ITU-R Study Groups, including WRC-07 preparation.
