State Board of Education Goals FIVE-YEAR STRATEGIC PLAN FOR 2016-2020 All Students Proficient and Showing Growth in All Assessed Areas Every Student Graduates from High School and is Ready for College and Career Every Child Has Access to a High-Quality Early Childhood Program Every School Has Effective Teachers and Leaders Every Community Effectively Uses a World-Class Data System to Improve Student Outcomes Every School and District is Rated “C” or Higher The NASBE evaluation form is designed to assess, the extent possible, the work of the State Superintendent as it relates to the Board’s Vision, Mission and Strategic Goals, as well as the chief’s overall leadership skills. Today’s presentation will describe the key actions the MDE has taken to advance each goal, the outcomes for each goal, and other key actions that related to NASBE’s leadership domains.

GOAL 1 All Students Proficient and Showing Growth in All Assessed Areas

Literacy-Based Promotion Act: 3rd Grade Reading Pass rate has increased annually since test was first administered in 2015 Pass rate increased for all subgroups, including a 17 percentage point increase for students with disabilities from 2016 to 2017

English Language Arts (ELA) and Mathematics Proficiency English Language Arts (ELA) and Mathematics proficiency rates increased annually since 2015 All student subgroups saw proficiency increases in Mathematics All students subgroups except Students with Disabilities (SWD) saw proficiency increases in ELA * * From 2015 to 2017, ELA declined 0.8 percent for SWD

District Achievements in ELA and Mathematics Proficiency Districtwide gains on the Mississippi Academic Assessment Program (MAAP) tests from 2015-16 to 2016-17:

GOAL 2 Every Student Graduates from High School and is Ready for College and Career

Graduation Rate Graduation rate increased for all subgroups from 2015 to 2017 Graduation rate for Students with Disabilities increased from 27.5 percent to 34.7 percent from 2015 to 2017

ACT Achievements 11th graders meeting all four ACT benchmarks increased from 9 percent in 2015 to 10 percent in 2017 *Public school, grade 11 data

Dual Credit and Participation and Achievement Participation in dual credit more than doubled from 2014-15 to 2017-18 Participation increased in all subgroups With increased participation, overall dual credit passing rates decreased slightly from 98.1 percent in 2014-15 to 97.9 percent in 2016-17

Advanced Placement (AP) AP participation and achievement nearly doubled since 2013 The number of exams with a qualifying score of 3 or higher nearly doubled since 2013 All subgroups increased AP participation from 2015 to 2017 AP participation increased 39.4 percent among minority students from 2016 to 2017 AP exam fee subsidy increased 31.1 percent from 2016 to 2017

Career and Technical Education

GOAL 3 Every Child Has Access to a High- Quality Early Childhood Program

Early Learning Collaborative (ELC) Achievements In 2017, all ELC sites earned an average Pre-Kindergarten Assessment score that indicates students are prepared for kindergarten At the student-level, 78 percent of pre-K students met the target readiness score, which is an increase from 71 percent in 2016 and 59 percent in 2015

Students with Disabilities in General Education Pre-K Classes childhood classrooms *Number of public pre-K classrooms has increased, but not all districts are using seats to include students with disabilities. *MDE will issue a RFP in 2018 to increase number of blended pre-K classrooms statewide by 24 over the next 3 years

Teacher Experience and Qualifications To increase retention rates, administrators were trained on improving working conditions Special non-renewable license was revised Percentage of inexperienced or not appropriately licensed teachers in D and F schools Percentage of inexperienced or not appropriately licensed teachers in all schools (A-F) 2014-15 46.0 percent 34.3 percent 2015-16 45.9 percent 34.4 percent 2016-17 39.3 percent 30.5 percent

GOAL 5 Every Community Effectively Uses a World-Class Data System to Improve Student Outcomes

School and District Report Cards Report cards for all Mississippi schools and districts are posted at www.mdek12.org All districts are asked to post their report cards on their district and school websites New report cards are under development for launch in 2019 and will be interactive and searchable

GOAL 6 Every School and District is Rated “C” or Higher

Number of Districts Rated “D” or “F” is Decreasing Number of D and F districts decreased from 54 to 45 from 2016 to 2017 17 Districts had a D grade in 2016 and 2017. Of those, 9 (52.9%) had an increase in points from 2016 to 2017 6 Districts had an F grade in 2016 and 2017. Of those, 4 (66.7%) had an increase in points from 2016 to 2017 *2016 is the baseline year to begin measuring growth

Number of Schools Rated “D” or “F” is Decreasing Number of D and F schools decreased from 333 to 278 from 2016 to 2017 88 schools had a D grade in 2016 and 2017. Of those, 41 (46.6%) had an increase in points from 2016 to 2017 45 Schools had an F grade in 2016 and 2017. Of those, 20 (44.4%) had an increase in points from 2016 to 2017 *2016 is the baseline year to begin measuring growth

Legislative & Policy Updates

2018 Legislative Session School Funding New funding formula bill (HB 957) did not pass Mississippi Department of Education’s appropriation bill (HB 1592) includes $2.5 million more for Early Learning Collaboratives (bringing total ELC funding to $6.5 million) Mississippi Virtual Public School Program SB 2763 provides that the provider of services under the Mississippi Virtual Public School Program shall be chosen by the district using a list of vendors approved through the Mississippi Online Course Application Process

Legislative & Policy Updates New Diploma Options 2017 legislation (SB 2432) eliminated the Mississippi Occupational Diploma (MOD) for students with disabilities for students starting 9th grade in 2017-18 Following the elimination of the MOD, the State Board of Education approved new diploma endorsement options to ensure majority of students with disabilities graduate from high school with a standard diploma and to offer all students the opportunity to earn an academic, distinguished academic or career and technical education endorsement with their diploma Endorsement options will start in the 2018-19 school year

Legislative & Policy Updates Achievement School District (ASD) Timeline 2016 - HB 989 passed, which enables state to intervene in perpetually low-performing districts to improve academic outcomes 2017 - State Board of Education approved criteria developed by the Achievement School District Planning Committee for selecting districts for the ASD 2018 - State Board is currently considering Noxubee and Humphreys school districts for inclusion in the state’s first ASD
