2.1. ESS Agreement on Learning Mobility (IVET & Youth) DSS Meeting 20-21 September 2012

Policy Background EU 2020 Benchmark on Learning Mobility in Higher Education (Adm. data, flow measure, see item 3.8) EU 2020 Benchmark on Learning Mobility in IVET (HH survey, stock measure) Indicator on Youth Learning Mobility Report to Council end of 2015 on progress achieved (adjustments to agreed EU Benchmarks?)

Current proposal for data collection Current proposal: with a view to contribute to Council report by end 2015 "Sustainable" proposal beyond 2015: within the modernisation of EU social statistics Pilot data collection (in 2014), therefore ESS agreement (before "regulating") Data transmission: end of March 2015

Current proposal for data collection Use of HH survey (which survey=to be decided at national level), with minimum sample size requirement (equivalent to current AES requirement) 2 possible options Option 1 IVET only: 2 variables Option 2 IVET & Youth: 5 variables + 3 optional variables (duration)

Eurostat comments to the EoV Issue about sample sizes in small MS Current definition of EU BM not applicable at national level in all countries; to be reviewed in the future? Use of adm. data (DK and ???? DE) Capacity of adm. Data to capture stocks (18-34)? Potential lack of comparability with HH data?

Eurostat comments to the EoV Financing could be available for both options but to be combined with actions linked to EU BM on LM in HE (through work packages in MBGA) ESS agreement is the appropriate instrument promoted for piloting new data collection

Conclusions Forward the ESS Agreement to the ESSC (15 November 2012): pilot data collection for at least 18/19 MS Encourage countries not part of the ESS agreement to transmit adequate adm. data Meetings of the TF on Learning Mobility in 2013 to prepare methodological guidelines for the data collection in 2014 Call for proposals to be launched in 2013 so that grants are signed no later than September 2013 DSS meeting in September 2015: assessment of the exercise + recommendations for adaptation of EU BM for small countries
