City of Fulton Local Waterfront Development Plan Public Information Meeting February 28, 2017 Agenda: Introduction, Background and update on Fulton Footpaths Feasibility Study and LWRP Update Grant Review of LWRP Plan Draft Sections 3 (Policies) and 4 (Proposed Uses and Purposes) Summary of December 13, 2016 Public Information Meeting and Mailed-In Input Discussion and input from attendees

City of Fulton Local Waterfront Development Plan What is a Local Waterfront Revitalization Program Plan? An LWRP Program is a process that ends with Plan It includes the following steps: The community sees their waterfront as the way to bring new life and growth to their area Community input is obtained so a sense of community ownership of the waterfront can be generated Area businesses and non-profits (all stakeholders) are involved Together, everyone assists in creating a clearly defined vision for the future of the waterfronts Lastly, a detailed plan and strategy for implementing the vision is developed

City of Fulton Local Waterfront Development Plan Why Should Fulton Have an LWRP Plan? Growth around Fulton’s waterfronts will help bring economic development opportunities to the city through new restaurants, public areas, retail, marina options A vibrant waterfront will improve the quality of life for residents and attract visitors It will position Fulton to obtain future grants from the NYS Department of State, Parks and Recreation, Department of Environmental Conservation, Canal Corporation, etc. It supports strategies and goals outlined in Fulton’s Comprehensive Plan Fulton drafted an LWRP Plan in 2005 that is currently being updated by a committee of city employees and community volunteers Fulton received a $61,500 grant for a feasibility study for the Fulton Footpaths walking trails that will depend on an approved LWRP Plan for future construction grants.

City of Fulton Local Waterfront Development Plan Local Waterfront Revitalization Program Plan Sections 3 and 4 Section 3: Local policies are developed based on the thirteen coastal policies adopted by New York State focusing on Regional character, economic development, recreation and culture, coastal environment, and environmental health and energy. Section 4: Outlines Fulton’s preferred land and water uses and projects for the waterfront revitalization area. Copies of Section 1, 2, 3, and 4 are available for review.

City of Fulton Local Waterfront Development Plan Local Waterfront Revitalization Program Plan Community Input Please use the handout you were given as you came in to give us your thoughts and ideas regarding Fulton’s waterfronts and/or the LWRP Plan Sections 3 and 4. We will collect them at the end of the meeting or they can be mailed, emailed or dropped off at the CDA office. Tonight, please provide new input or insights – don’t repeat what has already been said. We will start with the areas in which we have the least amount of input. Be creative -- Visualize a “10-minute quality walk” in any direction: what would you like to see?
