Lulac Boston history LULAC Council #12113, was formed in 1992 and in specific, we target Latinos in Massachusetts by helping them develop their self-esteem and encouraging them to stay in school. We also promote the importance of political participation, and the involvement in voter registration/naturalization drives. Our Council has considered education to be its number one priority throughout the years.
