The 10th Amendment The Tenth Amendment is the Constitution's clearest endorsement of federalism: “The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the People.”

Federalism is a political system in which power is divided and shared between the national/central government and the states in order to limit the power of government. Both subject to the Constitution

In 1981, the Oregon Supreme Court declared the death penalty unconstitutional, but Oregon voters reinstated capital punishment in 1984 On November 22, 2011, Governor John Kitzhaber declared a moratorium on executions, saying "I refuse to be a part of this compromised and inequitable system any longer; and I will not allow further executions while I am Governor.“ https://www.youtube.com/watch?v=Pmo3 wo-2Nuw If the death penalty was found Constitutional by both the Federal Supreme Court and Oregon voters, Is the Governor violating the constitutional rights of all Oregonians including Haugen?
