American Disabilities Act (ADA) Overview Guarantees equal opportunity for individuals with disabilities in public and private sector services and employment Bans discrimination on the basis of disability A comprehensive anti-discrimination law for persons with disabilities covers, work, leisure, transportation, communications, etc.

COS History in ADA Implementation City of Stockton began a self-evaluation in November 1993. In 2002: hired a consultant to complete Transition Plan July 2004: Transition Plan completed October 2004: Transition Plan approved by Council.

Recommendation: City of Stockton Mayor’s Task Force on Persons with Disabilities The Mayor with consent from Council will select a task force from a group of community members and those currently serving on the Mayor’s Task Force on Persons with Disabilities.

MTFPD Mission Statement “Committing to enrich the lives of disabled persons within the community through education, action and outreach.” The purpose of the task force is to: Advise the Mayor and City Council on matters affecting the disabled community. Review and comment on city policies, programs and actions that affect persons with disabilities, including the city’s ADA Transition Plan. Render advice and assistance to other city boards and commissions, to city staff and to private agencies on matters relating to persons with disabilities. Participate at the local, state and national levels in the advancement of disability rights. Meet regularly to discuss and take action on subcommittee recommendations.

Four subcommittees: Education and Employment Housing Transportation and Mobility Youth and Community Development Education and Employment Committee Educate and assist employers to enhance employment opportunities for persons with disabilities. Create awareness among businesses of the advantages of hiring persons with disabilities. Establish a working relationship with new employers who apply for business licenses. Housing Committee Monitor City’s Community & Economic Development Agency’s compliance with State and Federal HUD fair housing laws and regulations. Monitor development of educational and media programming that will focus on disaster preparedness, improved collaborations with SFD, SPD and other relevant community agencies that provide services to persons with disabilities Transportation and Mobility Committee Monitor Dial-A-Ride programs. Participate in consumer and provider forums, with the goal of improving accountability of transportation service providers to consumers with disabilities. Work with advocacy organizations, such as community Senior Centers and Valley Mountain Regional Center in resolving identified problems. Youth and Community Development Committee Facilitate the process of disabled youth applying to the Youth Advisory Commission and increase involvement in the Youth Leadership Forum. Organize annual art exhibit. Coordinate annual Learning Disabilities Fair through the Library.
