Flood Response Operations Issue Recommendations Status Issue Title: Training Problem Statement: USACE does not have a comprehensive and standardized training program for PL 84-99 Key Discussion Points: Multiple levels of training are required from introductory to executive, such as new leaders, Liaisons, CAT, EM’s and business functions such as CT and RM. Action #1: Identify existing resources and best practices for training within the districts and divisions or regions. Start Date: January 2012 Est. Completion Date: 1st iteration June 2012 Action #2: Use the information to develop standardized training modules. Start Date: 01 July 12 Est. Completion Date: January 2013 Ongoing Resolutions: Ongoing rewrite of ER 500-1-1 and incorporation of new FCCE training into the ATG. Obstacles/Challenges: Unique requirements for each district Funding PDT Members: 1-2 MSC representatives 3 District representatives

Flood Response Operations Issue Recommendations Status Issue Title: Advance Measures Problem Statement: There is a need for the process to be further expedited Key Discussion Points: Streamlining the PIR format and checklists Review and approval Funding Action #1: Review Advance Measures portion (Chapter 7) of the new draft ER and EP and develop recommendations. Start Date: ASAP after release of ER 500-1-1 Est. Completion Date: TBD Ongoing Resolutions: Review comments on rewrite of ER/EP 500-1-1 and incorporate changes as appropriate. Obstacles/Challenges: Timeline for CFR process and publication of new ER PDT Members: HQ MSC ER Writing team members

Flood Response Operations Best Practice Recommendations Status Best Practice Title: Mobile Device Technology Problem Statement: Current methods for collecting data are inadequate Key Discussion Points: ERDC Pilot Program utilizing smartphone android technology proved to be an invaluable tool for several districts & MSC’s Provided a good tool for gathering data to aid in decision making, future projectes, etc. Cost savings realized. Action #1: Ensure enterprise implementation of these tools as mobile data collection devices. Start Date: Ongoing Est. Completion Date: TBD Action #2: PDT continues to identify and clarify requirements and capabilities as ERDC continues to develop Start Date: January 2012 Est. Completion Date: 01 June 2012 Ongoing Resolutions: N/A Obstacles/Challenges: Current IT restrictions Interoperability with other systems.
