Inclusion of all economic sectors Peter Bøegh Nielsen Statistics Denmark
Comments: The access to administrative registers covering both payments of salaries to employees and VAT information and their high activity coverage allows for identifying enterprises in (nearly) all sectors Furthermore these registers are fully integrated into the production process of the Danish SBR
Top 5 activities ( 3-digit NACE) outside SBS activities. No Top 5 activities ( 3-digit NACE) outside SBS activities. No. of enterprises
Comments In total, the activities outside SBS constitute 19 per cent of the SBS population Top 5 activities ( 3-digit NACE) constitute nearly 80 per cent of all enterprises in the supplementary population. So this concentration could be considered an argument for – in case – only including a few extra activities Furthermore these activities outside SBS are extremely dominated by micro enterprises (96 per cent of all enterprises in these activities)
Top 5 activities ( 3-digit NACE) outside SBS activities. No Top 5 activities ( 3-digit NACE) outside SBS activities. No. of employees
Comments The activities outside SBS constitute around 10 per cent of SBS employment Top 5 activities (3-digit NACE) constitute 54 per cent of total supplementary employment Underlining the importance of the micro enterprises and nearly total absence of the large enterprises: Nearly 40 per cent of employment is in micro enterprises, 80 per cent in SMEs in total and only 20 per cent in large enterprises
Conclusions As many of these activities are VAT exempt not total coverage of turnover. Reason for not showing turnover figures Health sector is a main component of the group of activities outside SBS. In Denmark this sector is mainly driven by public sector enterprises => would hamper future comparability of gross employment data if included in SBS. Could be the same for other member states? These sectors are really dominated by SMEs which from an enterprise policy point could argue for inclusion, on the other hand from a burden perspective would argue for the opposite conclusion – also taking the relative importance of the activities into consideration
