Summary The road that bisects the Toyota site should be deleted, or alternatively, the controls should apply discretion when an application is made relating to continued operations of an existing use. The decision guidelines of the Parking Overlay should explicitly allow consideration for an empirical assessment of car parking demands, without relying on Council’s discretion.
