Why We Are Here… The Local Control Funding Formula (LCFF) Californias new funding model for schools Full implementation expected to take 8 years Once fully implemented, base funding for all school districts in California will be equalized Additional funds will be generated based on the number of students who are English learners, low income (eligible for Free/Reduced Price Meals), and foster youth – and are intended to be used to serve these populations

Why We Are Here… The Local Control Funding Formula (LCFF) Its expected to increase: Local school district control Equity Accountability Transparency Inclusiveness and Collaboration Local decision making with stakeholder input about how to address student needs and close achievement gaps aligned with the budgeting process

Local Control Accountability Plan Three year plan which must be adopted in conjunction with the annual budget Public hearing regarding plan must take place at a separate public meeting before approval Based on state priorities (see next slide) Identifies district annual goals Specifies services, actions or programs Lists and describes expenditures serving low income, English learners, and foster youth

CUHSD Strategic Goals 1) Increase achievement for all students, narrow the gap between high and low performing student subgroups, and increase the graduation rate of all students 2) Implement Common Core State Standards (CCSS) across all content areas. 3) Effectively use technology to improve student learning and achievement. 4) Improve communication among all stakeholders. 5) Implement professional growth opportunities for staff that will develop future leaders. 6) Support school district priorities while maintaining compliance with established fiscal policies.

High Levels of Collaboration and Communication 5. Curriculum, Instruction, and Assessments Aligned with State Standards 6. Frequent Monitoring of Learning and Teaching 7. Characteristics of Effective Schools 1. A clear and shared focus Everybody knows where they are going and why. The focus is on achieving a shared vision, and all understand their role in achieving the vision. The focus and vision are developed from common beliefs and values, creating a consistent direction for all involved. CUHSD Vision, Mission, Beliefs & Goals

Characteristics of Effective Schools 2. High standards and expectations for all students Teachers and staff believe that all students can learn and meet high standards. While recognizing that some students must overcome significant barriers, these obstacles are not seen as impossible to achieve. Students are offered an ambitious and rigorous course of study. CUHSD Goal: 2) Implement CCSS State Priority: 2) Implementation of standards 7) Access to Course of Study

Characteristics of Effective Schools 3. Effective school leadership Effective instructional and administrative leadership is required to implement change processes. Effective leaders are proactive and seek help that is needed. They nurture an instructional program and school culture conducive to learning and professional growth. Effective leaders have different styles and roles -- teachers and other staff often have a leadership role. CUHSD Goal: 5) Professional growth to develop future leaders

Characteristics of Effective Schools 4. High levels of collaboration and communication There is strong teamwork among all staff across all grades and subject areas. Everybody is involved and connected to each other, including parents and members of the community, to identify problems and work on solutions. CUHSD Goal: 4) Improve communication State Priority: 3) Parent involvement & 6) Climate

Characteristics of Effective Schools 5. Curriculum, instruction and assessments aligned with state standards The planned and actual curricula are aligned with the essential academic learning requirements. Research-based teaching strategies and materials are used. Staff understands the role of classroom and state assessments, what the assessments measure, and how student work is evaluated. CUHSD Goal: 2) Implement CCSS State Priority: 2) Implementation of standards

Characteristics of Effective Schools 6. Frequent monitoring of learning and teaching A steady cycle of different assessments identifies students who need help. More support and instructional time are provided, either during the school day or outside normal school hours, to students who need more help. Teaching is adjusted based on frequent monitoring of student progress and needs. Assessment results are used to focus and improve instructional programs. CUHSD Goal: 1)Increase achievement 2)Improve communication State Priority: 4) Pupil achievement

Characteristics of Effective Schools 7. Focused professional development A strong emphasis is placed on training staff in areas of most need. Feedback from learning and teaching focuses extensive and ongoing professional development. The support is also aligned with the school or district vision and objectives. CUHSD Goal: 5) Professional growth opportunities State Priority: 1) Teachers appropriately assigned

Characteristics of Effective Schools 8. Supportive learning environment The school has a safe, civil, healthy and intellectually stimulating learning environment. Students feel respected and connected with the staff and are engaged in learning. Instruction is personalized and small learning environments increase student contact with teachers. Characteristics of Effective Schools 9. High level of family and community involvement There is a sense that all have a responsibility to educate students, not just teachers and staff in schools. Families, as well as businesses, social service agencies, and community colleges & universities, all play a vital role in this effort. CUHSD Mission State Priority: 3) Parental involvement

If you could enroll in your dream course that would help you learn information relevant to your future academic or career interest, what would it be? What three things would you recommend your school do to make it a more effective learning environment? What information would you like to know to help you make additional suggestions about improving your school?

Guiding Questions for Parents What is it about your school that makes your son/daughter want to (or not want to) go to school each day? How can your childs school help him/her succeed in his/her classes? If you could enroll your student in his/her dream course that would help him/her learn information relevant to his/her future academic or career interest, what would it be? What three things would you recommend your students school do to make it a more effective learning environment? What kinds of services/activities would you recommend that your childs school offer to get more parents involved? What information would you like to know to help you make additional suggestions about improving your students school?

If you could teach your dream course that would help students learn information relevant to their future academic or career interest (and that you are credentialed to teach), what would it be? What information would you like to know to help you make additional suggestions about improving your school?
