Energy management system reporting instrument Actual savings (input per municipality not per building) Still in progress Jica Supporting the creation of national strategies Norad SLAP Information System - municipal infrastructure database SLAP IS is the first and unique online database of public municipal investment projects. The system has now been in existence for about 6 years and during 2009 it was opened to users for uploading projects and for downloading information about the projects. It is gradually being adopted by many municipalities and cities for registering their projects. SLAP is managed by the Standing Conference of Towns and Municipalities, with the main objective to provide adequate and efficient support  to municipalities and cities in Serbia to plan and identify infrastructural projects and apply for financial support necessary for Feasibility studies preparation and projects implementation. SLAP was developed in cooperation between Municipal Infrastructure Support Programme  and Exchange 3  programs (EU funded programmes managed by the Delegation of the European Union to the Republic of Serbia,  with the continues support of the Standing Conference of Towns and Municipalities  and respective line ministries. 04.12.2018
