HIGH LEVEL SAFETY CONFERENCE Montreal 30 March 2010 Responding to Questions Raised Regarding the Evolution of the USOAP-CMA Henry Gourdji Chief, Safety Oversight Audit Section Good morning, During the discussion of Agenda Item 1.2 yesterday afternoon, a number of questions were raised concerning the implementation of the USOAP continuous monitoring approach, or CMA. It is my intention to address your concerns one by one, and explain why the plan proposed by the Secretariat is both workable and flexible. Does USOAP-CMA rely on information gathered through SSPs? What will be required of States during the transition period? Is two years sufficient to complete a transition to the USOAP-CMA? Will States be able to have more than one NCMC? ICAO acknowledges the need for flexibility in the number of NCMCs required in certain States. This will be addressed on a case-by-case basis. Will States be provided with detailed information on the transition to USOAP-CMA? The Secretariat will provide States with detailed information on the USOAP-CMA transition plan prior to the Assembly via State Letter or Electronic Bulletin. Does CMA rely on information gathered through SSPs? The CMA does not depend on information gathered through SSPs. SSPs are only one of many information sources that will enhance the efficiency of USOAP-CMA. The CMA does not depend on information gathered through SSPs. SSPs are only one of many information sources and as a States SSP evolves over time, the information generated will enhance the efficiency of USOAP-CMA. In fact, the only information that is integral to the functioning of the USOAP-CMA is the information already gathered during the conduct of CSA audits. HLSC 29 March to 1 April 2010

What will be required of States during the transition period? States will only be required to do the following during the transition period: Nominate one or more NCMCs who will complete computer-based training. This will be done remotely through the internet. Provide an update to the SAAQ and CAP. These documents were originally completed by all States audited during the CSA audit cycle. Following computer-based training, NCMCs will be asked to provide additional information. However, it is recognized that some States will have difficulty in providing this information and it is not essential for the launch of the USOAP-CMA in 2013. We have already begun conducting ICVMs, essentially audit follow – ups, to validate progress made by some States in implementing their corrective action plans. During the transition period, 10 ICVMs planned and budgeted for will be conducted in 2011 with 20 in 2012. Beginning in January 2013, CSA audits will also be conducted for States where this type of intervention is appropriate (10 have been planned and budgeted for). In addition 30 ICVMs will also be conducted. In addition ,ICAO will have developed a full range of intervention strategies tailored to address the specific situation of each Member State. As USOAP has done in the past, States will be advised a year in advance of the planned intervention and the schedule will be posted on the ICAO-NET. HLSC 29 March to 1 April 2010

Is two years sufficient to complete a transition to the USOAP-CMA? During the transition period, the Secretariat will provide regular progress reports to Council on the implementation of the USOAP-CMA. If necessary, additional time may be provided to complete the transition. The Secretariat believes that two years is sufficient to complete the transition to a Continuous Monitoring Approach, given that the work is well underway. Please note that the Secretariat will provide regular reports to the Council during the transition period. These reports will contain updates on the progress made by States, and by ICAO, in implementing the objectives of the transition plan. Recognizing the importance of an effective transition to USOAP-CMA, it may be determined that additional time is required to complete this transition. HLSC 29 March to 1 April 2010
