toitototototoot GI, an integrating tool (re)constituting a coherent ecological network benefits people and nature Maintaining or restoring good status of ecosystems Maintaining ecosystem services essential to many sectors in a cost effective way Developing green skills employment Funding and implementation tools exist but need to be promoted and shared Inventory of opportunities and solution of shortcomings Economic valuation of implementation Developping EU technical and financial support

Inventorying fundings & tools toitototototoot Inventorying fundings & tools GI may be funded though many tools: Existing tools among which EU sectoral funds; National State funds; local authority funds; quasi-public funds; private fundations; trusts and companies. Exploring new measures : Incentives; tax components; public-private partnerships; funding for new research and Awareness and information programmes appropriate governance is a key issue, at every territorial level – from local to EU level – involving all the relevant stakeholders (the state, local authorities, site managers, socio-economic stakeholders, NGOs and experts). Shortcomings of the integration approach to be adressed: Need to guarantee a sufficient amount: question of earmarking mechanism, identify priorities ? Need to participate in the decision process: leader authority is not often the environment authority for sectorial funds. Need to identify the contribution of GI to sectoral policies

Estimating funding possibilities toitototototoot Estimating funding possibilities Cost estimates have been done by some regions International work is ongoing to define economic instruments for biodiversity: Instruments which internalize costs of negative impacts on Bdv & ES; Instruments which internalize benefits of positive impacts on Bdv & ES; Instruments which regulate quantities; Marked funding for investments in biodiversity conservation. => Available information needs to be put together at EU level

Setting up financing at EU scale toitototototoot Setting up financing at EU scale Consensus on eligibility of GI to development policies: Membre States may mobilise funding; Co-financing is available in sectoral funds. Eu funds availability is still low or not widely available Eu strategy needs to develop: Mutual understanding of the concept of GI and its contribution to other sectors between member states and DGs; Technical and financial support; => Trans-european Networks are food for thought Sectoral priorities : consistency between green & grey infrastructure Marine and coastal ecosystems
