Intergration of Stoves in Social Cash Transfer Program Presented By: Lovely Chizimba With funding from

Balaka SCTP Balaka is one of the poorest districts in Malawi Declared as Disaster prone district in Malawi Experiencing recurrent droughts leading to food insecurity for the past three years IA supporting the delivery of electronic and predictable transfers to 10% utra-poor households Cushion from the impacts of climate change Programme to demonstrate how SCTs can help in building resilience of poorest households to the impacts of Climate Change

Climate Changes impacts - Visible Increased frequency and intensity of climate related disasters Unpredictable rainfall patterns Increased numbers of households requiring social supports and HA 2007 to 2011 – average of 340,000 2011 to 2014 – Average of 1.7 million people 2015 - 2.8 million people (25 of 28 Districts in Malawi 2015 – worst flooding – 1,1million people affected

Energy country’s deforestation rate remains high at 2.8% High energy poverty Only 10% connected to the main grid 90% rely on biomass Overdependence on biomass Deforestation Increased carbon emissions In door air pollution Energy needs for the 80%????

Why SCT beneficiaries Ultra poor are labor constrained Already identified by the community The most vulnerable people use 3-stone fire Increases vulnerability in terms of in door air pollution Burden of sourcing wood Majority can not cannot access cleaner stoves despite technologies’ availability to everyone Linking SCT beneficiaries to a voucher system gives them access to cleaner cook stoves Market based approach

Way forward Carbon finance Transfer funds directly to SCT beneficiary accounts Use funds to meet other clean household energy needs – Provision of solar equipment Invest in community projects Directly 320,000 SCT and another 320,000 through sales= 640,000 against a national target of 2 million cookstoves by 2020 Use SCT structures – Humanitarian response Linkages to VSLS – CC adapatation
