Reporting advocacy and influencing work into PIIRS Agenda: Quick introduction to PIIRS Scope of the Webinar Reach & Impact Forms ( examples) REACH data allows for the construction of a global overview on the breadth of CARE's work in the FY IMPACT data allows for the construction of our global impact story Q&A Resources

Introduction & Scope PIIRS is central to guarantee our ability to communicate the reach of CARE's work around the world in a Fiscal Year. Advocacy & Influencing work are both intervention to create lasting change. Advocacy & the commitments in the CARE 2020 Program Strategy. Financial Year covers the period of July 1st 2017 to June 30th 2018 If an initiative hasn’t been reported in the past, feel free to add into PIIRS – especially if reporting a ‘win’ Deadline for submission is 14 September 2018

Overview of CARE’s Advocacy in FY17 Infographic FY17 Advocacy Data FY17 Data 566 projects/initiatives reported moderate or intensive advocacy 395 of those (70%) were intensive advocacy Out of the almost 950 project/initiatives, 95 reported on impact Overview of CARE’s Advocacy in FY17 Infographic About 950 projects/initiatives reported into PIIRS FY17, 566 reported moderate to intensive advocacy (395 intensive advocacy) – 95 reported impact (success or wins) - Not all projects/initiatives can or should report impact- only if there is a win. ALL ON-GOING ADVOCACY & INFLUENCING WORK INITIATIVES DURING FY18. Reach Forms ALL ON-GOING ADVOCACY & INFLUENCING WORK INITIATIVES DURING FY18. Allows for the construction of a global overview on the breadth of CARE’s work Example: REACH – USA_UNFCCC December 4, 2018

Indirect participants Reach Form How to count direct and indirect participants in an Advocacy initiative report? Direct participants Individuals engaging in actions towards change in policy. People who play a key role in designing, changing, implementing Indirect participants Larger number of individuals to benefit from a policy change Estimated number of women living outside the districts CARE covers NOTE: It’s important to fill out as much as you can on the forms. However, it’s okay to leave cells blank if it doesn’t pertain to your initiative/project. December 4, 2018

Impact Forms ADVOCACY INITIATIVES THAT HAVE DOCUMENTED IMPACTS/OUTCOMES WINS Advocacy wins connected to indicator 20: # of new or amended policies, legislation, public programs, and/or budgets responsive to the rights, needs and demands of people of all genders. Impact data allows for the construction of our global impact story, answering questions like:  What changes do Advocacy colleagues contribute to via advocacy and influencing work initiatives? What evidence do we have to show those changes? What are we learning about CARE’s contribution to change? The REACH data can only be reported once a Fiscal Year has finalized because it captures information on our work during the entire FY. However, IMPACT/OUTCOMES data can be submitted to piirs@careinternational.org any time during a FY, as soon as a project/initiative has measured impact/outcomes. You can submit more Reach forms than Impact Forms AIIR Tool doesn’t replace PIIRS Reporting. It is a complementary tool. December 4, 2018

Impact Forms How to measure impact of an advocacy of influencing work win? A lot comes down to whether or not you have evidence to support your claim Measuring Advocacy wins is a tricky business Due to the nature of advocacy & influencing work and the related challenges with policy implementation, distinguishing between potential and actual beneficiaries is vital When reporting keep in mind your advocacy objective. Did you advocate for a new law of for the implementation of a law? Potential beneficiaries The target population and if we can quantify the impact or outcomes of this advocacy work could potentially have. This number is usually bigger than the real beneficiaries. Real beneficiaries The actual number of people that have been reached for the policies, programs, CAREs approaches that have been partially or fully implemented. Demographics/geographical coverage. Dependent on the target/goal of the legislation A lot of Impact Forms from advocacy colleagues will / may have zero as real beneficiaries and this is absolutely fine. December 4, 2018
