NATIONAL URBAN DEVELOPMENT AND HOUSING FRAMEWORK (NUDHF)   NATIONAL URBAN DEVELOPMENT AND HOUSING FRAMEWORK (NUDHF)

National Urban Development and Housing Framework (NUDHF) The Urban Development and Housing Act of 1992 (R.A. 7279) mandates the Housing and Land Use Regulatory Board (HLURB), under the direction of the Housing and Urban Development Coordinating Council (HUDCC), to formulate a National Urban Development and Housing Framework (NUDHF) in coordination with all local government units and other concerned public and private sectors (Article III, Sec. 6).

Urbanization as catalyst for inclusive growth Urbanization must drive and influence the creation and transformation towards culturally, socially, economically and politically inclusive development. Citizenship and equal rights for all inhabitants whether permanent or transitional, with added focus on the right to housing and urban services.

Climate Change Resilience as a Base for Spatial and Sectoral Development Resilience as the foundation in planning and decision making for - spaces, neighborhoods, settlements, development areas, cities, municipalities, provinces, regions Resilience in addressing sectoral / cross-sectoral challenges (environmental, social, economic, infrastructure-related, institutional, and inclusivity of cultural practices or expression).

Spatially and Sectorally Integrated Settlements within Coherent and Efficient Urban Systems and Forms. Urban design that aids in the integration and efficient function of urban elements and ensures social and economic inclusion. Efficient urban planning and design across scales, from the smallest to the largest unit or element of urban development. Physically, spatially, functionally connected and accessible systems, reflecting a coherent spatial framework of the Philippines.

Urban Spaces as Platforms for Social and Economic Opportunities, Cultural Expression, and Innovation Spaces that allow for shelter, decent work and secure livelihoods, including formal and informal economic activities. Spaces that promote and support tangible and intangible cultural assets and creative practices and expression Spaces that support and facilitate new technologies, organization models, and social, economic and physical facilities.

Sustainable Urban Environment as a Core Development Condition Protection of ecosystems and urban biodiversity Efficient, affordable, and clean energy Sustainable use of air, water, land and resources in urban development Sustainable production and consumption

The key principles outlined are interpreted and expressed in more specific terms as thematic strategies. Together, they are intended to realize the vision for sustainable urban development in the Philippines.

POPULATION Enforce a sound population management policy that focuses on the well-being of the family, especially women and youth. Offer and implement better incentives for efficient urban densities. Support vulnerable sectors and minimize displacement.

URBAN PLANNING AND DESIGN Fully Operationalize Ridge-to-Reef / Integrated Ecosystems Planning. Strengthen the mainstreaming of DRRM and CCA/M planning with spatial and sectoral development planning. Consider the Water Cycle in Urban Planning and Design.  

URBAN PLANNING AND DESIGN Design Barangays and Neighborhoods in Terms of Human Scale and Walkability. Promote Compact Development. Promote Mixed Use. Promote Social Mix.

URBAN PLANNING AND DESIGN Integrate Mobility and Transport Planning in Land Use Planning. Optimize Use of Existing Spaces and Structures in the Built-up Area Through Adaptive Reuse and Urban Infill. Control Urban Sprawl by Promoting Planned Urban Expansion.

URBAN PLANNING AND DESIGN Extend capacity development programs and projects to integrate the reduction of GHG emissions at the local planning level – CLUP, CDP and LCCAP.

HOUSING Develop Inclusive, Integrated Housing. Promote Resilient Housing. Update appropriate housing unit size requirements based on local context. Improve Affordability of Housing Programs and Projects.

HOUSING Operationalize the National Informal Settlements Upgrading Strategy. Enforce the balanced housing provision of the UDHA.  Promote local shelter planning to encourage broad-based participation and ensure implementation of housing and land strategies. Make Land Available and Accessible for Housing.

URBAN INFRASTRUCTURE AND BASIC SERVICES Water and Sanitation Public Health Energy (Sustainable/Renewable) Drainage Waste management Information and Communications Technology Efficient urban transportation infrastructure

URBAN ECONOMY AND FINANCE Promote connectivity of economic activities. Provide key infrastructure to support economic growth and development.

URBAN ECONOMY AND FINANCE Enhance Competitiveness of the Workforce. Strengthen Key Economic Sectors. Support Micro, Small and Medium Enterprises.

PUBLIC ADMINISTRATION, URBAN GOVERNANCE,AND MANAGEMENT Harmonize legal frameworks and administrative hierarchies to improve policy implementation, government service administration, and development opportunities. Institutionalize the review, monitoring and evaluation of urban development policies, plans, and programs. Clarify, review and update institutional mandates.

PUBLIC ADMINISTRATION, URBAN GOVERNANCE, AND MANAGEMENT Formalize LGU associations, functional clusters, or other supra-local administrative authorities/arrangement. Operationalize People-Public-Private Partnerships. Improve coordination and collaboration among agencies concerned with urban development and housing.
