If the private sector is to deliver investment and jobs to drive sustainable economic development Scotland needs and must have a planning system which is reliable, predictable and proportionate. The challenge is to move away from a system which simply takes as long as it takes and costs as much as it costs to get to an outcome to a system which helps deliver projects on time and on budget and which puts stakeholders at its heart.
