Developments in Europe The Commission aims to ensure that collaborative economy develops in a responsible and balanced way, that taxes are paid, consumers protected, and social protection is guaranteed. International travellers 600 mn. Use collaborative and traditional services alike 100 mn. Used P2P at least once 200 mn.

Regulation at Member State level Currently, regulatory fragmentation increases within and between Member States.

Legal solutions in Europe Commission's project on short-term rental sector Opportunities and challenges of the collaborative economy differ between different services sectors. The Commission first focusses on the largest collaborative services sector: short-term accommodation rental services. Workshops create a forum for Member States' authorities and stakeholders to exchange experiences and best practices.
