Project Background NMDPS Law Enforcement Records Bureau (LERB) is the Business Owner of AFIS. LERB needed to replace legacy system due to the end of life of the on-premises AFIS hardware environment, which was not upgradeable. MORPHOTRAK implemented an upgrade to the New Mexico Department of Public Safety (NMDPS) automated fingerprint identification system (AFIS) by converting the traditional on-premises fingerprint identification system to MorphoBis, a Software-as-a-Service (SaaS) biometric identification solution.
Project Steps Implement the MorphoBis upgrade before encumbering maintenance cost from the existing on premise AFIS system. Migrate data from existing AFIS to the new MorphoBis. Vendor and Business Owners are aligned to complete solution implementation.
Project Success Successful training of users using classroom instruction and hands-on training Converted data from legacy AFIS to MorphoBis. Interface and test two disaster recovery MorphoBis sites. Implemented Next Generation Identification (NGI) standard electronic format for all fingerprint records to be submitted to the FBI. Implemented new RapBack search and retain functionality for fingerprints to be submitted to the FBI. Combined Livescan and MorphoBis maintenance into one annual cost.

Lessons Learned From a scope management approach the task of obtaining information sooner rather than later as it relates to the impact of the AFIS upgrade to such external systems such as Computerized Criminal History (CCH), Gemalto, Department of Health (DOH), and the Federal Bureau of Investigations (FBI).
