Rural Haats Existing in the Country Called by varied names like “Gramin Haats, Haats, shandies, painths and fairs etc.” Owned by Local Bodies (Panchayats/councils), Agricultural/ Horticultural Departments of State Governments, Cooperatives, Marketing Boards/APMCs and Private Sector As per information provided by State Agricultural Marketing Boards/State Governments , there are 22941 Rural Haats Under local Bodies including Councils- 11811 Under Marketing Board/APMCs- 1274 Under Private sector (Trust, individuals, etc.)- 9856 However, State Marketing Boards provided only numbers without other information like location, etc on village haats under local bodies and under private sector

Budget 2018-19 Announcement Develop and upgrade existing 22,000 rural haats into Gramin Agricultural Markets (GrAMs) Physical infrastructure to be strengthened using MGNREGS and other Government Schemes PMGSY(Phase-III) to be used for strengthening road linkages from habitations to GrAMs Setting up of Agri–Market Infrastructure Fund with a corpus of Rs. 2000 crore- Develop and upgrade agricultural marketing infrastructure in 22,000 GrAMs Strengthening 585 APMC markets GrAMs to be linked to e-NAM GrAMs to be outside the APMC Act regulation

Status of Development and Up-gradation Rural Haats into GrAMs Survey of 9477 rural haats carried out MoRD received proposal of 5002 Rural Haats from States to develop (24 States) and requested DAC&FW if these Haats are free from State APMC Regulations DAC & FW verified so far 1878 haats, which are free from APMC regulations and replied to MoRD After further scrutiny by DAC&FW, it is found that most of haats from list of 5002 Haats are proposals for entirely new haats While, as per announcement in budget 2018-19, only existing haats are to be developed and upgraded DAC&FW has requested MoRD to also undertake development of at least one functional village haat in each Aspirational District this year on priority basis States have been requested by DAC&FW to exempt all GrAMs from State APMC regulation Proposal for creation of Agri-Market Infrastructure Fund (AMIF) with a corpus of Rs. 2,000 crore is being worked out (EFC Stage) DAC&FW is finalizing “Operational Guidelines” for marketing operation and management of GrAMs in consultation with MoRD

Immediate Action Required from States Step-1 States to identify the existing Rural Haats free from APMC Regulations at the earliest Consult the consolidated list of haats to MoRD Prepare and approve estimates with proper design layout for these Haats for development under MGNREGS for required infrastructures based on gap preference to be given to functional haats situated in aspirational districts and also in tribal areas Step-2 Start the developmental work and monitor its progress at State and local level Step-3 State to exempt GrAMs from APMC Regulations Step-4 Utilize AMIF and other Schemes to develop marketing infrastructure Step-5 To plan for linking GrAMs to Habitations
