JAX/Norfolk Purpose To inform you that veteran-owned small businesses enjoy an advantage when competing for federal government contracts
Details 1. The Rule of Two Competition for federal contracts should be limited to veteran-owned small businesses when the contracting officer concludes that: At least two such businesses will bid on the contract, and The award can be made at a fair and reasonable price that offers best value to the United States.
Details 2. Government contracts may be awarded to service-disabled veteran-owned small businesses through a sole-source award or a set-aside award based on competition restricted to these firms.
Details 3. Before award of a contract the veteran- owned company must be registered in the System for Award Management at https://www.sam.gov/portal/SAM/#1
