Elections and Boundaries Department Application Elections and Boundaries Database (EBD) is built on an application software called Visual Fox Pro it is a secure database that is running on a network with a main server and a backup server. The application has administrative, registration and reporting functions. The Database (EBD) currently contains personal information on electors. (name/dob/address, etc.) These information are collected at the divisional offices which are located country-wide and after the application goes through a process of verification it is then forwarded to the central office and data is inputted into the EBD.

Administrative/Reporting Functions Security Level Access from 0-4, Date Range Batch Control Report – Report transaction within specific periods Deletion feature, Homonymous report – Brings up double registration Automation of electronic file format in.dbf and.xls – Export data which are reproduce in either excel or access Monthly Statistics on Registered Electors by Polling Areas, Divisions, Municipalities, Genders and Districts Report Street Listing by Polling Area.

Registration Functions Consist of entering new electors information in the system Change information such as name/address/rectification of a Polling Area/transfers. For any changes made the user can be identified as a result of the security feature embedded into the system.

Production of ID Cards and Record Cards We currently have a Voter ID System where photographs are taken with a polaroid camera. We outsource the ID cards and the electors information is typewritten on each card. Laminating sheets are also purchased to complete the production of the Voter ID Card where pictures are manually cut and attached to cards and finally laminated. We also outsource the blank record card where electors information is also typewritten and photograph is attached to the record card. All work is done manually and most documents are produced in duplicates.

GOALS FOR NEW SYSTEM To continue to register voters country-wide - capture of demographic data and photograph which will be sent to a central location via a secure link either across a Wide Area Network (WAN) or a remote synchronized server To fully equip thirteen district offices with compatible computer and signature pads, digital cameras and tripods. To have each Computer linked to Elections and Boundaries Database System via a Virtual Private Network from our main server located at our Central Office.

GOALS FOR NEW SYSTEM To introduce a new face to the ID card which will be made from PVC Image Cards with some security features mainly a laminating sheet with our logo (ballot box) on the protected sheet. To facilitate the Record card process because pictures will be sent directly to record card and information entered into the system will distribute itself on the various forms (triplicate, record card and ID cards). To have all new electors information sent to a central printing location.

ADVANTAGES Will cut cost of the production of all duplicate ID cards also reduce the cost of photographs. It will help with a smoother facilitation of the process, mainly cards will not be typewritten any longer. Information will be electronically sent to the forms for the ID cards and record cards. New ID cards will now be more credible and fraudulent resistant which will open avenues to be acceptable at various financial institutions as a form of identification.

One entry into the EBD system that will be captured on all relevant forms. Creating a Wide Area Network will physically link all sub office to the central office where the server is located. This link will produce fewer delays for registration and the production of ID cards and enhance security features when it comes to transferring of electors. Registering officers will have access to view photographs and other pertinent information of every elector despite the electoral division the elector is registered in. ADVANTAGES

WHAT ARE WE LOOKING FOR A complete registration solution: A software application for capturing photos, biometric data, personal details from registrants and the issuing of high quality ID cards and forms. We are looking for performance, reliability, flexibility and security to accomplish our goals. Not just a card issuing system, but a complete data system.
