West of Harwell Village allocation (Grove Rd)

Grove Road 100 houses Distorts the village envelope No integration with adjacent site already under construction Additional traffic generation on narrow Grove Road Quantum. Site has a capacity for 196 houses. Allocating only 100 houses is misleading and mischievous Allocation not needed

Campus allocation

Campus 1,000 houses Site is on AONB. No evidence presented to demonstrate exceptional need, as required by NPPF and the inspector “at this point in time I consider it unlikely that the exceptional circumstances necessary to approve such an application would reasonably be considered to exist” Inspector Report #121 No evidence to overcome inspectors statement “the need for a “work-live-play” community at Harwell … has not been demonstrated” Inspector Report #118

Campus 1,000 houses (continued) If the evidence can be presented, PC is in favour of providing employment related housing on the Campus Suspect that evidence can be found to support some employment related housing, but 1000 seems unlikely Not convinced that Campus Policies CP15 and CP15b provide sufficient protection against provision of open market housing Even at high density, 1000 houses is too many for the site Control needed to ensure minimal impact on AONB (visual, light pollution etc) Request green space as a buffer between existing houses and new development
