Inland Marine: A Sector of Nonroad Mobile Machinery Nonroad engines installations differ from on-road (cars, trucks): 1000’s of applications Low sales volumes Unique operating profiles and high durability requirements Small market sizes demand harmonisation of worldwide environmental regulations to allow for cost-effective development of new technology and a fast penetration into the markets Inland marine is a niche market (around 150 propulsion and similar number of auxiliary engines per year, across all manufacturers) and requires application-specific adaptation of land-based NRMM technology 2018-12-04 Peter Scherm - EUROMOT

New Fleet - Stage V for Inland Marine (EU) 2016/1628 for inland marine enters into force from 2019/20, substantively reducing gaseous and particulate emissions EUROMOT has been one of the major industrial stakeholders requesting the alignment with international regulations, such as USEPA and UN – IMO Stage V reflects a unique mix of elements of US, IMO and EU NRMM provisions 2018-12-04 Peter Scherm - EUROMOT

Legacy Fleet – Status of Discussions The long life of inland waterways vessels and low number of new-builds means that reducing emissions from the sector is reliant upon reducing emissions from existing vessels. The European co-legislators determined that the new Stage V was necessary to fulfil EU environmental objectives Care must be taken to ensure that retrofitting existing engines does not undermine the environmental objectives of Stage V. EUROMOT position: Retrofit near equivalent to new engines No short cutting of stage V certification requirements UNECE Regulation R132 is an effective approach for type-approving retrofit emission control devices Any incentive schemes for retro-fit also available for new engines No additional requirement on type approved engines 2018-12-04 Peter Scherm - EUROMOT

Path Forward Collaboration with other stakeholders on the further development of ES-TRIN[1] Created by CESNI[2] and endorsed by European Commission with amendment to Directive (EU) 2016/1629 (Technical Requirements ) Now aligns well with Regulation (EU) 2016/1628 Collaborative stakeholders’ FAQ document under development on application of (EU) 2016/1628 to inland marine. Anticipated to be available by June 2018.
