Reasons for Acting/secondments Change Management Programme Capacity- Not to commit all COE funds without considering the payment model which required a new structure Temporary intervention while recruitment is underway Recruitment depends on availability of the Executive Officer NB: Travel expenditure and accommodation for the officials acting outside their head quarters include the expenditure relating to normal operation of a post

Challenges Acting was meant for a short period (Initial Six (6) months) Alternative accommodation requires a longer lease contract period Most estate agencies do not provide furnished accommodation Logistics with regard to other applicable services (Cleaning, security, catering, laundry, Water and electricity)

Conclusion It is recommended that the Portfolio Committee note SASSA acting and secondment report 2018/12/04 CONFIDENTIAL
