Problem Very Huge Consumption Increase Rate Increasing the number of cars Very low price Using old cars Uncontrollable Consumption Uncontrollable Distribution Smuggling در قسمت افزايش رشد مصرف، آمار سالهاي مختلف آورده شود. بعلاوه هزينه سوخت و سوبسيد سالانه دولت و احيانا حجم قاچاق آن نيز آورده شود. عدم وجود الگوي مصرف نزد مردم: عدم توجه به سوخت در هنگام خريد اتومبيل، توليد اتومبيل هاي با مصرف بالا، استفاده از اتومبيل هاي شخصي براي كليه امور و ... بصورت تاريخي حمل و نقل عمومي براي كمك مالي به افراد نيازمند و كاهش هزينه هاي تردد تعبيه شده بود تا كمك به حمل و نقل عمومي و كاهش ترافيك! در حاليكه اكنون بايد اين نگاه عوض شود و هدف اوليه كاهش ترافيك باشد. اگر چه توزيع توسط دولت انجام مي شد ولي امكان كنترل توزيع و استفاده وجود نداشت.

Solutions Cutting the Government Support (Releasing the Price) Replacing Gasoline with Gas Using a Technology that can: Managing and controlling the Consumption Managing and controlling the Distribution The main constraint was: TIME! كوپن كاغذي به تنهائي نمي تواند بعنوان كنترل توزيع بكار رود. مديريت توزيع براساس كوپن بسيار مشكل است. امنيت كوپن كاغذي بسيار پائين است و باتوجه به ميزان و حجم سرمايه و صرف داشتن، قطعا جعل كوپن به ميزان فراوان امكان داشت و امكان چك كردن كوپن ها وجود نداشت. در حاليكه همه اين امور توسط تكنولوژي اي تي و ديجيتال امكان پذير است.

The First Nationwide Smart Card Project in the World Challenges The First Nationwide Smart Card Project in the World Various Stakeholders Minimum Social & Economical Impacts Acceptability Lack of Infrastructures & Databases Security & Privacy Expandability, … اگرچه برخي بانكها و يا سيم كارت بين مردم توزيع شده بود ولي همه اينها يا در سطح محدود بوده و يا نمونه مشابه آن در دنيا وجود داشته ولي در مورد اين پروژه، هم بسيار وسيع بوده است و هم نمونه مشابه وجود نداشته و استانداردي در اين زمينه وجود نداشته است. علاوه براين دانش فني و مديريتي پروژه نيز بسيار جوان بوده. مشخص كردن اسكوپ پروژه با توجه به عدم وجود سيستم مشابه و يا استاندارد و يا تجربه مشابه در جهان نيز از چالش ها بود. در اين زمينه پايلوت هاي زيادي صورت گرفت. شناسائي و مدل كردن سيستم نيز بسيار پرچالش بوده است. شناسائي دقيق جايگاه ها در سراسر كشور، دريافت آمار و ويژگي هاي آنان، تهيه بانك خودروها و موتور سيكلت ها، آدرس منزل آنها و ... شبيه سازي و پيش بيني مسائل اجتماعي و اقتصادي مي توانست به عنوان يكي از مهمترين مسائل خارج از كنترل مي توان نام برد، علاوه براين تصميمات دولت و مجلس نيز مي تواند در اين دسته بندي بيايد.

General Characteristics One smart card for each vehicle (car, motorbike, truck). Dynamic monitoring and control of the fuel consumption. Multi layer quota and pricing model. Centralized management of the quota and pricing model. Offline link between gas station and data center. Payment through PSP (Payment Service Provider). Online network of Customer Support Centers Centralized card issuing and management.

Process Flow Management (Data Center) Vehicle Providers Police Mailing System Card Production Center Vehicle Providers Like manufactures or even dealers, send the vehicle in addition to vehicle owner information to the police. If some information is missed or incorrect or the address of the vehicle owner is changed, then the person will refer to CCO and gives the new information. And then CCO will send the update to Police. Police transfers vehicle information including the owner information to NIOPDC. Then NIPODC will deliver this information to Card Manufacturing to personalize cards. Cards will be send to Mailing system which is a subsidary of POST (?) to be put in pocket and posted to the vehicle owners. If a card can not be delivered to an address, it will be returned to CCOs and the person should refer to CCO to know its card status. CCO is in responsible for all post issuance and some parts of card management system. If somebody loses its card he/she should refer to CCOs. If a card was blocked incorrectly or if somebody thinks that there is a conflict on his/her card, he will refer to CCOs. In such cases CCOs have access to a mirror of the Data Center to compare the data on his/her card with the registered data on the data center and it can give a detailed information of his/her fueling history. Changing the Public Consumption Model Air pollution reduction Improving Public Transportation Experiencing a very huge and complex Smart Card project Top level managers rely on IT for big project اشاره شود كه پيش بيني مي شود كه حدود يك و نيم ميليارد دلار صرفه جوئي ارزي بوجود آيد. اشاره شود كه پروژه در حال گذار است و اگرچه در حال حاضر ترافيك و مصرف قدري افزايش يافته نسبت به ماه هاي اول پروژه و يا اينكه حجم مسافران در شهر افزايش يافته ولي بزودي پس از گذر اين مرحله، مسائل حل خواهند شد و با مصرف سوخت كمتر دولت تصميم داشته كه درآمد حاصل از صرفه جوئي ارزي را براي تقويت و توسعه حمل و نقل عمومي بكار گيرد. علاوه بر تقويت حمل و نقل شهري، موضوع ساماندهي به مسافربران و اتومبيل هاي شخصي نيز مدنظر بوده است. بنابراين بدست آوردن دانش و تجربه مديريت و فني چنين پروژه هائي نيز جزو دستاوردهاي پروژه بوده است. لازم بذكر است كه خاطر نشان شود كه پروژه دو جنبه دارد. از جنبه تكنولوژيك كاملا موفق بوده و كارائي سيستم نشانگر اين مورد است. اما جنبه هاي اجتماعي پروژه بيشتر به نحوه استفاده و بهره برداري از پروژه مربوط مي شود. كه خود موضوع ديگري است. اشاره به برخي برخوردها و مقاومت هاي اجتماعي كه در برخي نشريات بزرگ نمائي شده اند و اينكه طولاني بودن صف هاي پمپ بنزين ها ربط مستقيمي به پروژه كارت هوشمند سوخت ندارد. و اين صف ها قبلا نيز وجود داشته اند.

Managing large scale smart card projects Lessons & Experiences Managing large scale smart card projects Paying high attention for training Plan for change management Keep the users much informed Technology Independent Design Divide and conquer is the best methodology for solving big problem از آنجا كه ابعاد و مشخصات پروژه ناشناخته بود، لذا بايد پروژه را به فازهاي كوچك تقسيم نمود و سپس از نتايج هر مرحله براي مرحله بعد استفاده نمود. آموزش در اين سطح براي كاربران و همچنين ارائه دهندگان خدمات نظير جايگاه داران و يا مسئولين پمپ سبب موفقيت پروژه مي شود. يكي از مهمترين دلايل موفقيت پروژه همكاري مردم بعلت مطلع بودن از نتايج پروژه بود. همين امر سبب پذيرش هرچه بيشتر مردم شد. در واقع بحث پذيرش را بدين صورت تا حد زيادي حل مي كنيم. اجراي پروژه بايد بصورت مرحله، مرحله باشد. بنابراين بايد بدقت براي ايجاد تغيير برنامه ريزي كنيد.
