PROJECT OVERVIEW This has been a multi-year project whose scope was to implement a modern, centralized election management and voter registration system in order to reduce manual processes, minimize duplicate data entry, and better integrate the components necessary for conducting a statewide election.
GOALS Replace the statewide voter registration system Consolidate a number of smaller election support systems into a single system Automate data sharing with external systems Reduce ongoing maintenance and support costs compared to the current voter registration system Improve SOS’s direct access to elections and voter registration data Improve data integrity by validating voter information with external sources
BENEFITS Online Absentee Applications and Electronic Ballot Marking for the visually impaired have been realized SERVIS integrates tightly with the tabulation (vote counting) vendor’s system Candidate filing is now integral to the same system that contains the voter registration database Near real-time election results reporting is available on Election Night Approximate 1.2 Million voter registration records are now protected by two- factor authentication

IV&V The final closeout report evaluated the project’s status as GREEN. The SERVIS went live on December 8, 2017. The new system was operating as intended. Some “nice to have” enhancements were not ready at go-live, but were slated for implementation prior to the end of the contract period, 6/30/2018.
LESSONS LEARNED A more agile development framework may have worked better Prototyping could have been used more effectively for requirements gathering The SOS’s strong and dedicated leadership and its governance processes directly contributed to the project’s successful completion
NEXT STEPS Continue to prioritize, develop and implement enhancements Support and train the county staff as election and voter registration phases pass Prepare the system to technically enable the Local Elections Act
CONCLUSION SERVIS has been successfully implemented. The Office of the New Mexico Secretary of State requests closeout of the State Elections, Registration and Voting Integrity System Project.
