PBMAS Performance Based Monitoring Analysis System
PBMAS is an accountability system that tracks the performance of students in programs that receive federal funding. The system rates at a district level (there are not individual ratings assigned to campuses) Bilingual Education/English as a Second Language—10 indicators Career and Technical Education—9 indicators No Child Left Behind (Title I and Migrant)—10 indicators Special Education—19 indicators What is PBMAS?
How does PBMAS differ from the state accountability system While both the state system and PBMAS look at performance on state assessments, graduation, and drop out rates, PBMAS looks at other factors and focuses on programs PBMAS is scored differently How does PBMAS differ from the state accountability system
PBMAS Indicators Performance on state assessments Dropout rates Diploma rates Non-traditional course completion rate (CTE) Program rates (SPED) Representation (SPED) Disciplinary Discretionary Placements (SPED) PBMAS Indicators
Each indicator for each program area (Bilingual/ESL, CTE, NCLB, SPED) receives a performance level (PL) rating of 0-4 based on student performance as compared to expectation for the indicator For example, here are the ranges for each PL for ESL STAAR 3-8 (these are the same for Bilingual and NCLB; SPED goes down to PL 4) Scoring of Indicators
