State Strategic IT Plan Update Work group formed to assist with developing strategies to include in the Plan Ten IT goal-related strategies were identified by the workgroup and circulated to agencies for comment Sixteen agencies responded with approximately 50 comments.
Areas of Focus for Strategies shared infrastructure; project management training and experience; system interoperability; business models for common systems and services; early and accurate estimates for project cost, scope, and schedule; data standards, especially for new systems, including Geographic Information Systems; and usability and accessibility.
Areas of Focus for Comments Comments fell into 4 general categories: Cost and other impacts; Scope concerns; Prioritization; and Overall IT Plan, not strategies
Draft Strategies Create a means for acquiring, developing and sharing qualified IT project management resources for use in government service Build organizational capacity for agencies to transform procedures and practices through a combination of business and IT expertise
Draft Strategies (Continued) Adopt a uniform framework and infrastructure for geographic information and related business technology Establish common data elements for next generation, back office systems
Draft Strategies (Continued) Research and develop business models to govern shared information technology planned, financed, procured and used by multiple agencies Provide mobile access for government employees to conduct government business in real time
Draft Strategies (Continued) Provide citizens with access to comprehensive, integrated information relating to government activities and services Adopt usability and accessibility standards for information technology applications, products and services
Draft Strategies (Continued) Standardize contracting and purchasing processes to strengthen the state's e-procurement functionality and simplify business conducted with the state Develop recommendations for a statewide Service Oriented Architecture (SOA) roadmap, reference framework, and program requirements to assist in education, identification, creation, and use of shared services
Next Steps Draft strategies developed by the work group will be presented to the ISB for action to update the IT Plan at the November 13, 2008 Board meeting Initiatives under each strategy will be formalized and responsibility for development of each initiative assigned
