President Washington Opposition to the Plan Original bond owners felt betrayed because they had lost money on their bonds while the new bond owners profited.

President Washington Opposition to the Plan Stronger opposition came from the Southern States because they acquired less debt and would have to pay more than their share under Hamilton’s plan.

President Washington Compromise To win support for Hamilton’s plan, he proposed a New capital in the South, a special district between VA and MD. To pay off the debts Washington DC would be built.
