LANL Onsite Transportation Steven B. Fellows CTMA – 2015 July 8, 2015 2015 CTMA 12/5/2018

Areas of Discussion Purpose and Scope Site Description Organizations Involved Specific Standards, Procedures, and Instructions Safety Assessment Routine Transfers Non-Routine Transfers TSD Activities 2015 CTMA 12/5/2018

Purpose and Scope The Transportation Safety Document (TSD) Establishes Safety Basis for the Transfer of Radioactive Materials. Required by 10 CFR 830 and applies to Transfers Greater Than Hazard Category 3. The TSD followed DOE Guide 460.1-1 Onsite Transfers can Occur Inside and Outside the LANL Site Boundary Transfers Outside the LANL Site Boundary will Restrict Public Access – Keep Out of Commerce. Transfers of National Security Interest are NOT within TSD Scope 2015 CTMA 12/5/2018

Site Description LANL is located in Los Alamos County 35 miles by highway from Santa Fe, NM Generally Known as the Pajarito Plateau Terrain is Dominated by a Series of Finger-Shaped Mesas Separated by Canyons LANL’s Technical Areas are Located in the Area Bounded by NM State Roads 4, 501, and 502 2015 CTMA 12/5/2018

Safety Assessment Methodology for assessing Greater than and equal to Hazard Category 3 quantities of Radioactive Materials Establish a Equivalent Level of Safety Using DOT Non-Equivalent Packaging to that Established by the Use of DOT Compliant Packaging Define Hazards: Radioactive, Flammable, Explosive, Reactive Chemicals/Materials Define Energy Sources Define Natural Phenomena Hazards Identify Controls 2015 CTMA 12/5/2018

Safety Assessment Develop Design Basis Conditions Containment, Drop/Impact, Puncture, Crush, Fire, Water Spray Identify Preventative and Mitigative Controls Design Features Identified Packaging Enclosed Cargo Compartment Tie-Down System Designation of Specific Administrative Controls Designation of Safety Management Programs 2015 CTMA 12/5/2018

Safety Assessment 2015 CTMA 12/5/2018

Routine Transfers Nuclear Material Routine Transfers Full Compliance Performed using Equivalent Packages Performed in Accordance with TSD Non-Radioactive Hazardous Material Transfers Incorporate Controls to Achieve Equivalent Level of Safety 2015 CTMA 12/5/2018

Non-Routine Transfers Not Prepared in Compliance with HMRs, Not Been Documented in a P&T Procedure, or Not Ben Documented in an Equivalent Form Document. Packaging Engineering Evaluation Determines if Packaging is Equivalent or Non-Equivalent USQ Determination for Evaluating Whether the Activity is within the Currently Approved TSD Once Approved – Added to Routine Transfers 2015 CTMA 12/5/2018
