Civil Air Patrol Advanced Communications User Training 28 Oct 97 October 2018 Webinar 2018 Comm Managers Meeting Update LtCol David Rudawitz Director of Communications Oregon Wing Communications - Voice of Command Capt Derrell Lipman

Civil Air Patrol Advanced Communications User Training 28 Oct 97 Topics New DoD mission New Table of Allowances Radio to the Commander status New LMR Equipment ReadyOp remote access program HF Data System ORWG Oct 2018 Commanders Call Communications Update Capt Derrell Lipman

ORWG Oct 2018 Commanders Call Communications Update New DoD mission Support to DoD Disaster Relief (DR) Aerial reconnaissance Light transport Communications Moving to support encrypted (cyphered) messaging via HF data capability ORWG Oct 2018 Commanders Call Communications Update

New Table of Allowances (TA) Prescribes what types and quantities of radio equipment the USAF will fund Prescribes what types and quantities of radio equipment the NTC may provide to Wings for their units. Includes both discrete numbers and algorithmic calculations depending on equipment type and use ORWG Oct 2018 Commanders Call Communications Update

New Table of Allowances (TA) New TA has reduced quantities of radios and authorized users/uses. No longer providing base/mobile/HF equipment below Wing Only Wing Message Center Stations (MSC) supported with HF base radios Increased to 6 HTs for each Ground Team (2 per 6000 sq. mi) No radios for POVs only COVs New radios to be distributed based on the new TA and old EFJs will be returned to the NTC if replaced with new. ORWG Oct 2018 Commanders Call Communications Update

Radio to the Commander Status Not supported by the new TA May be supported in the future with another TA change ORWG will try to maintain VHF radios for commanders and existing unit MCSs (with old EFJ radios) ORWG Oct 2018 Commanders Call Communications Update

ORWG Oct 2018 Commanders Call Communications Update New LMR Equipment Mobile/Base – APX4500 Handheld – APX4000 No future availability for ISR radios No planned replacement Units can use FRS for non-ES communications, including training Replacement will be a full wing at a time starting in 1Q CY19 and prioritized by “Ops Tempo” No idea of when ORWG will be refreshed APX4000 APX4500 ORWG Oct 2018 Commanders Call Communications Update

ReadyOp Remote Access Program Internet remote base stations (ReadyOp) LMR base station connected to an internet gateway Allows operation of LMR systems at great distances Repeater remote access Repeater replacement

Dismounted Ground Teams Remote Base Options CAP Aircraft Repeater Remote Access CAP Guard CAP Repeaters ICPs do not have to be fixed locations within a Wing any longer. ICPs can be “virtual” as was done with the 2017 Hurricane Season, but with greater connectivity to resources in the field remotely. We can’t put all of our eggs in one basket since commercial infrastructure can be limited or even destroyed by some disasters. Remote Base Station Incident Commander Internet Ground Vehicles Dismounted Ground Teams Incident Command Post

Planning considerations Not everyone will have access Only key staff members 1,000 users nation-wide Wing will be allotted a certain number to manage

Fixed Repeater or Remote Base? Remote base stations are the preferred solution Replace fixed repeaters with remote base stations wherever possible Use fixed repeaters only where there is a mission based need which a remote base cannot address Repeater requests must be based on operational mission needs – not administrative use Every fixed repeater will have a ReadyOp gateway assigned Consider use of airborne repeaters and mobile HF for support of ground teams instead of fixed repeaters

Vision Forward: HF Data System ORWG Oct 2018 Commanders Call Communications Update

HF Data - Background Data use driven by new DoD Mission Mission will involve CAP operations nationwide Aerial reconnaissance Damage assessment Light transport of critical DoD personnel/materials Similar to legacy CARDA/SARDA mission - for a new era Continental Airborne Reconnaissance for Damage Assessment State and Regional Disaster Airlift

HF Data - Background Most information will be SBU (sensitive but unclassified) Most CAP personnel will not require a security clearance Record message traffic will be encrypted All traffic will eventually be encrypted. An increased level of discretion will be necessary Wings and Regions continue developing radio paths to critical staff Those personnel needed to task resources

HF Data - Overview Emphasis - user friendly some training still required Increased emphasis on multiple delivery paths Backbone station options being explored Higher power radios Antenna options

HF Data - Overview

HF Data - Equipment Radios Data Modems Existing Micom-3 HF radios Future HF radios when implemented Data Modems Hardware Modems required Software modem solutions will not be authorized One approved waveform - MilStd 188-110 A/B

HF Data - Equipment Computer Dedicated PC with message editor and encryption software provided by NHQ Minimal operator configuration capability

HF Data - Equipment Software Modem Interface & Control Message - Create & Edit Message Processing Station-Station “Chat” Address Book Encryption Still in development Software is still in development and final features may vary.

HF Data – Equipment Software Message Editor ACP-126 & ACP-127 procedures ACP-126 ACP-127 Applicable USMTF message formats Other forms as needs are determined

HF Data - Software Software is still in development and final features may vary.

HF Data - Software Software is still in development and final features may vary.

HF Data - Software Software is still in development and final features may vary.

HF Data - Software Software is still in development and final features may vary.

HF Data - OPSEC Type III Encryption – Security clearance not required Security procedures will be necessary Additional OPSEC training will be required Enhanced non-disclosure agreement will be required Software is still in development and final features may vary.

Civil Air Patrol Advanced Communications User Training 28 Oct 97 HF Data Continue station improvements Antennas – use approved antennas Grounding Help is available from DOKE Continue improving operator training and performance Practice and Build “Muscle Memory” Inter-op data Capt Derrell Lipman

Timeline Implementation plan This year: Triblades as testbed Next year: Region then wing MCSs Next: RDPs End goal: Every HF base station
