HAQAA PROJECT: DEVELOPMENT OF A SADC CATS Presentation to the HAQAA TEAM ACCRA 31 MAY 2017

BACKGROUND: HAQAA – SADC REGION PROJECT SAQAN - regional structure for QA Group project - Develop guidelines for a CATS for SADC region Develop a concept paper Survey questionnaire Conduct a survey among 15 member institutions – status quo i.t.o. a CATS Key highlights and findings – team input

KEY FINDINGS Differences in the structural arrangements and regulatory frameworks for the implementation and management of the NQF and CATS – collaboration important Definition of terms as used in various countries requires further clarification, eg., higher education and tertiary education. Standardisation of definitions and terminology is crucial for developing guidelines on CATS The majority of countries use a 10 level NQF system and notional hours but the equivalence of cognitive levels in terms of level descriptors and qualification types needs to be established The principle of articulation in the NQF is enhanced not only by the CAT but also RPL Challenges in the implementation of the NQF process were indicated with no detail requested. Greater depth in understanding reasons for challenges is needed

REFLECTIONS: PROCESS, CONCEPT PAPER, RESEARCH A single SADC group project –good or bad? 15 member countries – inclusivity - translation Harmonisation of a CATS system – stakeholders vs. beneficiaries? CAT + RPL + Articulation policies for NQF Value of a concept document Value and shortcomings of the questionnaire Moving beyond the status quo – further research QA and Registration of qualifications – conceptual link?

WAY FORWARD Propose a continuation of the project through SAQAN to the SADC Technical Committee on Certification and Accreditation (TCCA) Collaboration with SARUA- link with institutions Support from DAAD – Conference on Needs Assessment and further research: 9-11 October 2017 Greater in-depth investigation needed + probing the appropriate individuals The SADC CATS project be adopted as a SAQAN reporting to the SADC -TCCA

Concept paper + preliminary research report Further research – development of an integrated research report Guidelines – harmonised CATS for SADC region
