Why is this an essential component of the Constitution? How does this diagram reflect the concept of federalism?

“Informal Amendments” to the Constitution The President: Through executive agreements and executive orders, the President carries out his roles as administrator, executive and diplomat. Congress: Through basic legislation, Congress can define its powers and implement programs. Political Parties: Through electoral practices and occupation of offices, parties shape congressional organization and rules of debate. The Courts: Through its decisions, the courts interpret the Constitution and the nation’s laws.
