HTMA Projects Working Hours & Fatigue Pat Sheehan Head of Health and Safety, Colas

A brief history of time HTMA task and finish group set up on working hours in TM & Highway maintenance Invited TMCA to join the group RSMA and MPA also joined HE issued IANs 189 & 190 HSL engaged

What did they find TM had the least fatigue issues but had evidence of poor practice Road marking had the worst issues due to the shift patterns received Surfacing and maintenance had mixed results HSL produced a final report Includes process map and no targets

Working Hours & Fatigue TTM fatigue guidance produced using HSL report Road marking and maintenance groups are finishing theirs following recent meeting MPA yet to start

Fatigue process Guidance in line with process map – plan work; evaluate risk, control & mitigation; review; risk assessment at start of shift and monitor during shift. Plus risk matrix; instruction & training; roles & responsibilities; Details of a fatigue management plan and examples of good practice.
