Introduction 3 Resolution 943 (XLIX) of the ECA: ES to undertake an independent & comprehensive review of the intergovernmental structure (IGS) of the Commission Secretariat Note based on preliminary findings and recommendations of the external review External assessment of the overall functioning of the IGS Review of the intergovernmental structure of the ECA UNECA.ORG

Past reviews of IGS 4 Several major reviews to improve relevance, effectiveness and efficiency of the IGS and to foster coordination and cooperation with other regional organizations In March 2006, strategic programme reorientation and realignment of the commission’s IGS In March 2013, extensive overhaul of the Commission’s business model. Recommendations Methodology IDEP Governing Council 11 IDEP Governing Council IDEP constitutes an important arm of the Commission’s knowledge delivery system Proposed changes to its programmatic & legal structure and processes should be aligned to ECA policy organs expected to face changes pursuant to new programme orientation IDEP programme of work responsive to the structures and processes of the Commission’s main legislative and policy mechanisms currently under review Review of the intergovernmental structure of the ECA UNECA.ORG

Conclusions Methodology 12 Effectiveness and efficiency of the IGS benefits from engagement and communication between the Commission and the Secretariat An effective process of consultation among members and associate members of the Commission on the comprehensive review exercise is required    The Commission may wish to adopt a resolution that: Grants additional time to the secretariat to conduct further review and analysis and to report back at its next session Review of the intergovernmental structure of the ECA UNECA.ORG
