What are Private Organizations? Private Organizations (POs) are self-sustaining special interest groups, set up by people acting exclusively outside the scope of any official capacity as officers, employees, or agents of the Federal Government. They operate on Air Force installations with the written consent of the installation commander. AFI 34-223
Who Must Register as a PO? Assets- greater than $1000 per month over a 3 month period Even if you are not a PO- you still need to follow the same fundraising rules! AFI 34-223
PO Basics Must submit a written Constitution and bylaws every 2 years- subject to JA review Everyone in the PO is jointly and severally liable for PO finances Members are personally liable! AFI 34-223

Fundraising Restrictions POs may engage in two functions per quarter for fund-raising purposes like bake sales, dances, carnivals, or similar functions. The approval authority for such sales is delegated from Wolf to Falcon to Herc. All advertisements must contain disclaimer that activity is not part of the DoD (see AFI 34-223, paragraph 10.1.2.3) ―OF
Competition POs must not engage in activities that duplicate or compete with AAFES, a NAFI, or FSS activities (i.e. a non-appropriated fund instrumentality). Examples of NAFIs include the Officers' Club, the NCO Club, Base Restaurants, the Bowling Center, Outdoor Recreation, and the Base Golf Course.
Prohibited Soliciting funds (e.g. request donations) for their organization on base. Gambling/raffles Selling alcoholic beverages Using Government resources to advertise for/facilitate event
Prohibited (ctd) POs are self-sustaining groups with members acting exclusively outside the scope of their official capacity. Members must: Not participate while in uniform Be off-duty or on an approved break Not use rank or position to influence others
Participating in CFC/AFAF Organizations that receive money from the CFC or AFAF may not further solicit Air Force personnel at the workplace. Fundraisers during the CFC/AFAF must be away from the workplace and must not detract from the CFC Off limits- squadron functions
