Background Three levels in a legal and regulatory system Legislation: legal basis for regulatory body and its requirements Regulations: Provide interpretation of the legal basis Codify regulatory safety requirements of general applicability Specify the requirements for licensing of nuclear facilities and for ensuring the protection of workers, the public and the environment Provide a framework for more detailed conditions and requirements to be incorporated into individual authorizations Guidance: non-mandatory, recommendations how to comply with regulations, acceptable technical and administrative approaches.
